The U.S. Army Test and Evaluation Command (ATEC) is seeking industry input for a planned consolidation of enterprise IT support services contracts across multiple Army locations. - The effort will merge existing IT support contracts, including the White Sands Missile Range (WSMR) ISOSS, into a single contract supporting ATEC Headquarters and four subordinate organizations. - The anticipated contract will span seven years (two-year base plus five one-year options) and cover approximately 4,500 users. - Services required include: - Comprehensive IT management and help desk support (Tier 1-4) - Network operations for NIPRNET, SIPRNET, DREN, and associated infrastructure - Cybersecurity operations and compliance (including RMF authorization, vulnerability management, and incident response) - Software development and sustainment (Agile/DevSecOps, CI/CD, cloud integration) - Logistics support (property accountability, warehouse operations, supply management) - Specialized support for GIS, meteorology, records management, and secure communications - Strict security clearances (up to Top Secret) and compliance with federal and Army regulations are required. - The government is requesting information on company capabilities, certifications, and experience with geographically dispersed operations to inform its acquisition strategy. - No specific OEMs, vendors, or product part numbers are identified; the focus is on enterprise-level IT services. - Work will be performed at multiple Army installations, including Aberdeen Proving Ground (MD), White Sands Missile Range (NM), Fort Hood (TX), Fort Bragg (NC), Fort Huachuca (AZ), Fort Bliss (TX), Fort Sill (OK), and Huntsville (AL).

UNITED STATES ARMY TEST AND EVALUATION COMMAND (ATEC) POTENTIAL INFORMATION TECHNOLOGY SUPPORT SERVICES CONSOLIDATION

This Request for Information (RFI) is issued for market research purposes in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 15.101(c). The Army Test and Evaluation Command (ATEC) is seeking industry feedback and interest regarding the further enterprise-level consolidation of two (2) existing Information Technology (IT) support contracts. This effort will specifically integrate the White Sands Missile Range (WSMR) Information Systems Operations Service Support (ISOSS) mission into the ATEC Enterprise footprint, resulting in a single award supporting ATEC Headquarters (HQ) and four (4) Subordinate Organizations (SOs). The Government anticipates a single, seven (7) year contract vehicle consisting of a two-year base period and five (5) one-year options. This RFI is intended to gauge industry capability and gather feedback to refine the final acquisition strategy and approach.
