COMBINED SYNOPSIS/SOLICITATION NOTICE a. This is a solicitation for commercial services issued in accordance with the simplified procedures of FAR 12.201-1. Proposals are requested. b. Procurement vehicle and type: Single-Award, Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for third-party vessel inspection services. c. Award approach: Award Approach: Award will be made on a Best Value basis. The Government will select the offer that presents the best overall value based on a comparative assessment of the proposals against all source selection criteria. Non-price factors (Technical Capability, Past Performance, and Management and Staffing), when combined, are significantly more important than price. d. Competition and set-aside: Full & Open Competition. e. Contract ceiling and ordering period: • Ceiling (maximum contract value): $349,990. • Ordering period: 12 months from date of award. f.
