Description
The Indian Health Service (IHS), Chinle Comprehensive Health Care Facility, Health Promotion Department, intends to procure audio/visual equipment and related supplies to support public health outreach and education initiatives.
This acquisition is being conducted in accordance with:
25 U.S.C. § 47 (Buy Indian Act) HHSAR Subpart 326.6
Requirement Overview (See attached Bill of Materials)
The contractor shall provide commercial off-the-shelf (COTS) audio/visual equipment, including but not limited to:
Digital cameras (video and photography) SD cards and storage media Audio/visual accessories (tripods, microphones, lighting) Supporting tools for video production
These supplies will support:
Diabetes prevention programs Physical fitness and wellness education Healthy eating initiatives School health and injury prevention Patient and community outreach and education
Program Background
The Health Promotion Department serves as a liaison between hospital staff, patients, families, and the community. The program promotes awareness of medical conditions, patient rights, and preventive health practices through culturally appropriate outreach and education.
Multimedia tools are essential to effectively communicate health messages and support program objectives.
Place of Performance
Chinle Comprehensive Health Care Facility Chinle, Arizona
Delivery Timeframe
Delivery is required within 30 days After Receipt of Order (ARO).
Buy Indian Act Determination and Order of Precedence
This requirement is being evaluated in accordance with the Buy Indian Act (25 U.S.C. § 47) and HHSAR Subpart 326.6.
In accordance with HHSAR 326.603-1, the Government is required to give first priority and preference to Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs).
Accordingly:
Preference will be given first to qualified American Indian-owned businesses (ISBEEs/IEEs) capable of meeting the requirement at fair and reasonable pricing. The Government intends to set aside this acquisition for ISBEEs or IEEs if market research identifies two or more responsible, qualified firms.
Dual-Purpose Notice (Presolicitation / Sources Sought)
This notice also serves as a sources sought notice for market research purposes.
If the Government does not identify sufficient qualified ISBEE/IEE vendors, the Contracting Officer may:
Pursue a deviation from the Buy Indian Act, as appropriate, and Proceed with the acquisition under FAR-based procedures, in accordance with the order of precedence at FAR 8.002, which may include use of GSA Federal Supply Schedules or other competitive methods
Acquisition Strategy
The Government anticipates utilizing:
GSA Multiple Award Schedule (MAS) (if applicable), and/or Open market procedures, FAR Part 12 Commercial Items, Simplified Acquisition Procedures.
In accordance with FAR 8.402(f), open market items may be included with schedule orders if all applicable acquisition regulations are followed, pricing is determined fair and reasonable, and items are clearly identified.
Response Requested
Interested vendors, particularly ISBEEs and IEEs, are encouraged to submit capability statements that include:
Business name and UEI Confirmation of ISBEE/IEE status (if applicable) SAM.gov registration status Relevant experience providing similar audio/visual equipment GSA contract number (if applicable) Ability to meet delivery requirements
