The National Institutes of Health (NIH) Clinical Center Nursing Department is seeking to continue its use of the Careware Nurse Self-Scheduling and Productivity System through a sole source contract. - Government Buyer: - U.S. Department of Health and Human Services (HHS) - National Institutes of Health (NIH) - NIH Clinical Center Nursing Department - OEM and Vendor: - Care Systems (Careware) is the original developer and sole provider of the system - Products/Services Requested: - Continued licensing, maintenance, and support for the proprietary Careware Nurse Self-Scheduling and Productivity System - Includes software updates, patches, bug fixes, and technical support - 24/7/365 maintenance and support services, including Federal holidays - Ensures uninterrupted system operation for staff scheduling, workload balancing, and operational decision-making - Unique/Notable Requirements: - Sole source procurement due to proprietary nature of the system and lack of alternative providers - Critical for maintaining operational continuity in the NIH Clinical Center Nursing Department - No specific part numbers or quantities provided; requirement is for ongoing system support and licensing

Description

This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

This procurement is for a one-year (07/01/2026 – 06/30/2027) contract to provide continued licensing, maintenance, and support for the Careware Nurse Self-Scheduling and Productivity System currently deployed within the NIH Clinical Center Nursing Department. This system improves efficiency in generating monthly staff schedules and provides critical data to support budgetary planning and staffing decisions. This is a sole source requirement to ensure uninterrupted system availability and operational continuity.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
