South Dakota Department of Transportation (SDDOT) is seeking a comprehensive statewide Active Traffic Management System (ATMS) solution to monitor, control, and coordinate all Intelligent Transportation System (ITS) assets across its highway network. - Government Buyer: - South Dakota Department of Transportation (SDDOT), Intelligent Transportation Systems Program - Products Requested: - Highway CCTV Cameras - 190 high-resolution pan/tilt/zoom cameras with cellular communication - Environmental Sensor Stations (ESS) - 133 stations with temperature, humidity, wind, and precipitation sensors - Permanent Dynamic Message Signs (DMS) - 31 full color matrix signs - Portable Dynamic Message Signs (PDMS) - 62 amber-on-black portable signs - Variable Speed Limit (VSL) Signs - 145 digital speed limit signs - Automatic Vehicle Location (AVL) Units - 321 mobile data collector units for snowplows - Traffic Detectors, Gates and Beacons, Remote Power Management Devices, Intelligent Work Zone Devices, Traffic Signals (limited), V2X Devices (none currently installed) - Services Requested: - Deployment, integration, and operational support of a cloud-hosted ATMS - Maintenance and operational support for ITS devices - Unique Requirements: - Solution must be cloud-hosted with optional on-premise components - Integration with existing SDDOT systems and devices - 24/7 system availability - Compliance with state IT security policies, including single sign-on and multi-factor authentication - Detailed cost proposals for all contract years, including software and third-party licensing - Initial deployment deadline with optional contract extensions - OEMs: - No specific OEMs are named in the solicitation; vendors must propose solutions compatible with SDDOT's current ITS infrastructure - Places of Performance: - SDDOT headquarters in Pierre - SDDOT regional offices - Temporary traffic operations center in Rapid City during Sturgis Motorcycle Rally

Description

The South Dakota Department of Transportation (SDDOT) is seeking vendors with the necessary experience, knowledge, and capability to furnish and operationally deploy a statewide Active Traffic Management System (ATMS). The ATMS will monitor, control, and coordinate all intelligent transportation system assets on SDDOT's network of Interstate, US, and SD highways. Proposers may submit inquiries for clarification by May 22, 2026, and proposals are due by June 5, 2026. Communication regarding the RFP is restricted to the designated contact to avoid exclusion from the procurement.
