VA Solicits Enterprise Data Loss Prevention & Data Access Governance Solution

The Department of Veterans Affairs (VA) is seeking a single-vendor, Commercial Off-the-Shelf (COTS) solution for enterprise-wide Data Loss Prevention (DLP) and Data Access Governance (DAG) infrastructure. - Government Buyer: - Department of Veterans Affairs (VA), Office of Information & Technology, Infrastructure Operations - Technology Acquisition Center NJ (contracting office) - Products/Services Requested: - Enterprise DLP and DAG COTS solution supporting at least 700,000 users - Includes software licenses for the contract duration (base + 4 option years) - Must provide data discovery, classification, protection, risk reduction, misconfiguration management, identity security, activity monitoring, and AI compliance - Licenses must be coterminous and expire at the end of the performance period - Professional services: - Resident engineering (at least two dedicated OEM technical experts) - Project management and contractor management plan - Vulnerability scanning, reporting, and evidence (monthly) - Compliance and security support (including RMF, A&A/ATO, continuous monitoring, and security control assessment) - Data Access Governance Platform Administration (base and optional units) - Maintenance and software support services (base and option periods) - Unique/Notable Requirements: - Solution must be FedRAMP Moderate and Section 508 compliant - Must support transition to an alternative solution within 90 days of award without security degradation - Vendors must provide detailed Bill of Materials (BOM) with part numbers, quantities, pricing, and compliance matrices - Single-vendor solution required (no multi-vendor integrations) - Must cover network, cloud, and storage environments - No specific OEMs or part numbers are named in the solicitation - Period of performance includes a 12-month base period plus four 12-month option periods - Place of performance includes VA IT Centers and other VA federal facilities
