Description
This is a Notice of Intent to Award a Sole Source Firm Fixed Price (FFP) contract in accordance with the procedures outlined in Federal Acquisition Regulation (FAR) Part 12 and Part 13.
Description of Requirement:
Training and Education Command (TECOM), in support of the Marine Corps Junior Reserve Officer Training Corps (MCJROTC), has a requirement for a comprehensive, turnkey STEM Camp program. This includes the planning, coordination, and execution of two (2) one-week residential STEM camps designed for approximately 145 MCJROTC cadets. The camps will be conducted at Randolph-Macon Academy in Front Royal, Virginia, during the period of 12–18 July 2026, and at Ignite Pathways in Woodbine, Iowa, during the period of 26 July–1 August 2026.
The requirement encompasses all necessary personnel, facilities, equipment, supplies, and academic administration, including an established partnership with Shenandoah University to allow cadets to earn up to three (3) college credits in 100-level engineering coursework. Additionally, the contractor must provide specialized curriculum instruction in STEM and AI concepts, as well as 24/7 cadre support for cadet supervision, safety, and accountability. Capability Statement Submission:
All interested and responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider. The submission should demonstrate the vendor's ability to provide a comprehensive turnkey STEM camp program at the required locations (Front Royal, VA, and Woodbine, IA) on the required dates, including an established, accredited university partnership capable of providing college credits, the capability to deliver highly specialized AI and engineering curriculum, and the logistical infrastructure to provide 24/7 supervision and support for the camps.
