VA Connecticut Healthcare System Exterior Lighting Maintenance & Repairs Page 2 of 2 Combined Synopsis Solicitation Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06; October 1, 2025. The most recent Federal Acquisition Circular can be found at Acquisition.gov. This solicitation is set-aside for SDVOSB. The associated North American Industrial Classification System (NAICS) code for this procurement is 238210, with a small business size standard of $19 Million. The FSC/PSC is 5999. The West Haven VA Medical Center, located at 950 Campbell Ave West Haven, CT 06516, is seeking to repair the Supervisory Control and Data Acquisition (SCADA) system. Justification To improve operational capabilities, reduce problems, enhance communication, increase efficiency, and improve service quality to veterans. Locations of Services VA Medical Center Newington, 555 Willard Avenue, Newington, CT 06111 VA Medical Center West Haven, 950 Campbell Avenue, West Haven, CT 06516 Period of Performance Base contract: 07/01/2026 - 06/30/2027 Option Years: 1: 07/01/2027 - 06/30/2028 2: 07/01/2028 - 06/30/2029 3: 07/01/2029 - 06/30/2030 4: 07/01/2030 - 06/30/2031 Qualifications Field service representatives must be located within 200 miles of the West Haven Campus, trained by OEM, and possess electrical licenses. All work must be performed by licensed electricians. The contractor shall maintain stock of lamps and parts or secure them within 72 hours. Only OEM parts are allowed unless explicitly permitted in writing. A mandatory pre-bid site visit is scheduled for: West Haven: 8:30 a.m., May 13, 2026, at VA Medical Center West Haven, Building 15 Newington: 11:00 a.m., May 13, 2026, at VA Medical Center Newington, Building 3, 3rd Floor Scope of Work The contractor shall provide all labor, materials, equipment, supervision, and incidentals for preventive maintenance, inspections, and scheduled repairs. Maintenance shall be performed Monday through Friday outside regular hours and after dusk. No work on holidays unless emergency. Scheduled maintenance includes visual inspections every 60 days, with reports and quotes for deficiencies within 7 days. Unscheduled/emergency repairs are performed upon VA CO approval, with a minimum of 2 hours labor and $500 parts cost. Submittals/Deliverables Full inventory within 30 days of award, reports within 3 days, and warranties for at least one year. Special Instructions Personnel must sign in, obtain VA badges, and follow safety and conduct policies. All work must comply with applicable standards and permits. The contractor is responsible for safety, cleanup, and proper disposal. Billing shall include detailed reports, and labor shall be billed hourly.
