This opportunity seeks qualified contractors to provide comprehensive environmental remediation and investigation services for U.S. Department of Defense (DoD) facilities in Germany and the BENELUX region under a Multiple Award Task Order Contract (MATOC): - Government Buyer: - U.S. Army Corps of Engineers, Europe District (CENAU), with contracting offices in Wiesbaden, Germany and APO, AE - Scope of Services: - Environmental surveys, assessments, studies, and reporting - In-situ and ex-situ cleanup and contaminant mitigation - Operation and maintenance of groundwater remediation systems (e.g., at Kleber Kaserne and Miesau Ammunition Depot) - Emergency spill response, environmental compliance inspections, and environmental training - Drilling, well installation, groundwater and soil sampling, and laboratory analyses for a wide range of contaminants (TPH, BTEX, CHC, PAH, heavy metals, PFTs, etc.) - Project planning, permitting, and annual reporting (in English and German) - Optional tasks such as trial system shutdowns and well network rehabilitation - Products and Equipment: - Groundwater extraction and treatment system components (e.g., submersible pumps, activated carbon filters, clean-water tanks) - Drilling equipment and well head protection (various core sizes and casings) - PID (Photoionization Detector) equipment for field sampling - Labor Categories and Services: - Wide range of technical and professional labor categories (biologists, chemists, engineers, geologists, hazardous materials specialists, project managers, regulatory experts, etc.) - Web-based training and technical inspection/maintenance services - Unique/Notable Requirements: - Compliance with host nation (Germany/BENELUX) environmental regulations - All labor, materials, equipment, and incidental services must be provided by the contractor - Key personnel qualifications required for critical roles - Small business set-aside requirements are waived due to OCONUS location - Task orders are firm fixed price, paid in Euros - Contract Value and Period: - Maximum shared contract pool of $45 million over a five-year base period, with a possible six-month extension - Individual task orders may range from $2,500 to $6 million - Primary Locations: - DoD facilities across Germany and BENELUX, including McCully Barracks (Ingelheim am Rhein), Kleber Kaserne (Kaiserslautern), Miesau Ammunition Depot (Miesau), and U.S. Army Garrison Rheinland-Pfalz - Contracting offices in Wiesbaden, Germany and APO, AE - OEMs and Vendors: - No specific OEMs or proprietary vendors are named; open to qualified environmental service providers - Potential Competitors: - Large international environmental engineering and remediation firms with European presence (e.g., AECOM, Jacobs, Tetra Tech, Arcadis, Golder Associates, Stantec) - **No specific part numbers or proprietary products are mandated, allowing for a range of commercial solutions.
Description
The U.S. Army Corps of Engineers, Europe District, requests proposals from qualified firms interested in performing work in support of environmental surveillance and remediation services. Under this planned contract, the Contractor shall provide all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidental services required to execute and document results of environmental remediation projects at DoD facilities. The type of work to be performed under this contract shall include but is not limited to: (1) Surveys, Assessments, and Plans, (2) Studies and Reports, (3) In-situ/Ex-situ Cleanup, and (4) Other Mitigation and Environmental Services. The proposed contract may be used to support the U.S. Army Europe Installations and/or other U. S. Government Agency requirements in Germany and BENELUX. Small and Disadvantaged Business requirements are waived for this project due to its location being OCONUS. The contract will consist of a five-year base period. The contemplated value is $45,000,000.00 to be shared across the contract pool. Please see the attached Performance Work Statement (PWS) for more details.
