The U.S. Embassy Rabat is seeking a contractor to provide fixed-price food services for the Marine Security Guards (MSG) at the Marine Security Guard Residence (MSGR). - Government Buyer: - U.S. Department of State, U.S. Embassy Rabat - Contracting Officer: Marc Hildwein - Services Requested: - Food service support for 7 Marines at the MSGR - Includes preparation and service of 3 meals per day (Monday–Friday), with weekend meals prepared in advance - Contractor must provide qualified cooks, manage food sourcing, preparation, menu planning, quality control, and maintain cleanliness and safety standards - Compliance with local Moroccan laws required - VAT is priced separately at 20% - Period of Performance: - Base period of 12 months, with four one-year renewal options (total potential duration: five years) - Place of Performance: - Marine Security Guard Residence (MSGR), U.S. Embassy Compound, Km 5.7 Avenue Mohamed VI, Souissi, Rabat, Morocco - Unique Requirements: - Contractor responsible for all aspects of food service, including management, administration, and direct labor - Meals must be prepared in advance for weekends - Strict adherence to safety, hygiene, and quality standards - No specific OEMs or commercial vendors are named in the solicitation - No product line items or part numbers are specified; this is a service-based procurement

Description

Enclosed is a Request for Quotations (RFQ) for MSG Cook/Food Services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit the completed quotation electronically to the email address provided below.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Questions are due by May 18,2026, at 16:00 local time, via rabatgsocontracts@state.gov

Quotations are due by June 3,2026 at 16:00 local time. No quotations will be accepted after this time. Quotations must be in English and incomplete quotations will not be accepted.

Your quotation must be submitted electronically to rabatgsocontracts@state.gov and not exceed 30MB.

In order for a quotation to be considered, you must also complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5 Representations and Certifications 4. Additional information as required in Section 3 5. The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11 6. SAM Registration:

Notwithstanding FAR 4.203-1(b)(5)(ii), the Contracting Officer has determined that it is in the best interest of the U.S. Government to accept quotations from offerors that are and are not registered in the SAM (System for Award Management) database at https://www.sam.gov.

•Offerors with an active SAM registration need only provide their Unique Entity Identifier (UEI) number and are not required to complete the information 52.204-90 since relevant information is found in their SAM registration.

•Offerors without an active SAM registration must complete FAR 52.204-90, Offeror Identification, in Section 5, Representations and Certifications. This information must be updated annually if option years are included in the solicitation or award.
