Combined Synopsis/Solicitation Notice (IAW FAR 12.603 and FAR 5.203) 1. Solicitation Number: 36C25226Q0425 2. Notice Type: Combined Synopsis/Solicitation for Commercial Items Intent to Sole Source 3. Classification Code: PSC: 7A21 IT and Telecom Business Application Software NAICS: 541511 Custom Computer Programming Services Size Standard: $34.0M 4. Description The Department of Veterans Affairs, VISN 12, Network Contracting Office (NCO) 12, intends to issue a sole source purchase order to Stoelting Co., the exclusive authorized U.S. distributor of the Ugo Basile G.A.I.T. (Gait Analysis and Imaging Tool) system. This acquisition is for a commercial, integrated gait analysis platform required by the William S. Middleton Memorial VA Medical Center, Madison, WI, for execution of a MERIT funded traumatic brain injury (TBI) research project. The G.A.I.T. system provides simultaneous ventral and lateral high resolution imaging, automated AI driven gait detection, and artifact correction essential for post TBI locomotion analysis in mice. Market research confirms that no other vendor can meet the required technical specifications, and no verified VOSB/SDVOSB or U.S. manufacturer provides an equivalent product. As the system qualifies as an IT commercial product, the IT exception to the Buy American statute applies. 5. Sole Source Justification Stoelting Co. is the only authorized U.S. distributor of the Ugo Basile G.A.I.T. system. No alternative system offers the required dual view imaging and AI based artifact correction capabilities necessary for accurate motor function evaluation in TBI mouse models. Other available systems rely on single view imaging or threshold based detection and cannot meet research requirements. The VA Rule of Two cannot be met, as no VOSB/SDVOSB sources provide or distribute this product. Additionally, the Nonmanufacturer Rule cannot be satisfied for a set aside. Therefore, an unrestricted, sole source award is required.
