This opportunity supports the Naval Surface Warfare Center Dahlgren Division (NSWCDD) in weapons controls and integration prototyping and fabrication. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Dahlgren Division (NSWCDD), Weapons Control and Integration Department (H Department), Code H10 - Scope of Work: - Design, fabrication, rapid prototyping, and technology insertion for circuit board design, RF distribution assemblies, mechanical and electromechanical assemblies, fabric and battery assemblies - Engineering and technical services for life-cycle development of complex warfare systems, including system design, technical data package development, hardware fabrication, systems integration, test and evaluation, and rapid prototyping - Support for radar, voice/data communications, cryptographic equipment, electronic countermeasures, navigation aids, maritime vessel disablement systems, deployment systems, and electrical/mechanical systems - Rapid prototyping services for C4ISR systems: design, fabrication, testing, and delivery of electro-mechanical systems, PCBs, wiring harnesses, enclosures, adapters, hardware, electrical kitting, computer and power system enclosures, and mechanical assemblies - Deliverables: - Technical data packages, conceptual design drawings/models, test plans, technical reports, status reports (monthly/weekly), requests for variance/deviation, notices of revision, engineering change proposals, government property inventory reports, presentation materials, counterfeit prevention plans - Multiple prototype iterations for design validation and verification - Post-award kick-off meeting via teleconference - Requirements: - ISO9001 or AS9100 certification - Facility must be within 300 miles of Dahlgren, VA - Quality assurance per military standards - Adherence to IPC standards for PCB fabrication - Material Safety Data Sheet (MSDS) submission with offers - Management of supply chain and second-tier vendors - Contract Structure: - Small Business Set-Aside Multi-Award IDIQ with Cost-Plus-Fixed-Fee and Firm-Fixed-Price delivery orders - 60-month ordering period, 12-month rapid prototyping task order, and 30-day engineering services task order - $9.5 million ceiling for rapid prototyping task order - Places of Performance and Delivery: - Naval Surface Warfare Center Dahlgren Division, 6220 Tisdale Rd Suite 159 Bldg 125, Dahlgren, VA 22448-5114 - Naval Surface Warfare Center Dahlgren Division, 4045 Higley Road, Dahlgren, VA 22448-5110 - Naval Air Station Patuxent River, MD - No specific OEMs or vendors are named; all requirements are open to qualified small businesses.

Please find attached Solicitation No. N0017826R0010 (Draft Solicitation No. N0017827R4402) in support of the Weapons Control and Integration Department (H Department), Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This solicitation actively supports Naval, Joint, and national needs by providing design and fabrication, rapid prototyping, special acquisition, and technology integration related to circuit board design and Radio Frequency (RF) distribution assemblies, mechanical fabrication, fabric assemblies, battery assemblies, and mechanical and electromechanical assemblies.
