NAVFAC Far East is seeking information from potential sources for programmable building controllers to support its installation-wide Direct Digital Control (DDC) system modernization: - Government Buyer: - Department of the Navy, Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) - Contracting office located at Building 1828 Tomari Cho, Yokosuka, Kanagawa, Japan - OEMs and Vendors: - Johnson Controls (Metasys product line highlighted as the required standard) - Products/Services Requested: - Programmable building controllers, including network controllers, supervisory controllers, and zone controllers - Controllers must be fully compatible and interoperable with the Johnson Controls Metasys DDC system - Must be capable of full functional interface with existing Metasys DDC infrastructure - Products must be able to obtain and maintain DoD Risk Management Framework (RMF) Authorization to Operate (ATO) cybersecurity certification - Unique/Notable Requirements: - Standardization on Johnson Controls Metasys platform for interoperability and operational efficiency - Strict cybersecurity compliance (DoD RMF ATO) - Focus on unifying building control systems across NAVFAC FE installations in the Far East region - Electronic submission of contractor information; no phone or fax responses accepted

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Systems Command, Far East (NAVFAC FE) is issuing this Sources Sought Notice to conduct market research and determine the availability of products from responsible sources for use in its installation-wide Direct Digital Control (DDC) system. Refer to the attached Sources Sought Notice for more information. Interested parties shall respond to this notice by completing and submitting the Contractor Information Form provided as Enclosure 1 along with other relevant information electronically to Ms. Janeen Bais at janeen.m.bais.civ@us.navy.mil and Ms. Heather Seibold at heather.a.seibold.civ@us.navy.mil no later than 1100 Japan Standard Time (JST) on Friday, May 22, 2026.
