Hampton VA Medical Center Pedestrian Crosswalk Signage Scope of Work and Specifications PART 1   GENERAL GENERAL SCOPE & VENDOR REQUIREMENTS The Hampton VA Medical Center, located at 100 Emancipation Drive, Hampton, Virginia 23667, has an immediate requirement for the procurement and installation of pedestrian crossing signs at the main hospital site. The contractor shall provide all necessary materials, tools, equipment, labor, supervision, and expertise for the duration of this contract. The overall project aims to enhance regulatory traffic controls by increasing safety and ease of access for visitors. This project responds to a recent Office of Inspector General (OIG) finding requiring immediate remediation. This is a GSA Schedule procurement for exterior architectural signage and ancillary services, including design, programming, site survey, and utility marking prior to installation, in accordance with Virginia legislation, OSHA, and VHA TIL codes and standards. Design manuals (18-10) and Specifications (18-01) are available at https://www.cfm.va.gov/til/. For this contract, utilize information from TIL PG 18-10 Signage and Wayfinding Manual, Section 3.5 (Exterior Signage), and Section 2.3 (Mandatory VA Policy & Directive Signage) to inform bid proposals. The scope includes removal of existing aged signage, signage design and programming, underground utility surveying and marking, providing/installing matching single post signs to facility standards, and accommodating facility needs with matching hardware, wayfinding, site walkthroughs, verification of site conditions, submission of a Signage Location Plan, shop drawings, and a design concept with finishes, colors, and graphics. The Hampton VA Medical Center has established a new sign standard, which shall be followed for consistency and interchangeability across the healthcare facility. The signage package must comply with the VA TIL Signage & Wayfinding Guidelines. The project requires a vendor with significant experience in wayfinding analysis, programming, and installation. 1.0a REPLACEMENT AVAILABILITY All signs must be American-made and under standard warranties. Work shall be closely coordinated with VA personnel, with regular on-site planning meetings. 1.0b ENVIRONMENTAL INITIATIVES The VA emphasizes sustainability; aluminum and extruded products should feature at least 75% recycled content. 1.1 DELIVERY AND STORAGE Deliver materials in manufacturer’s original sealed containers, marked with manufacturer’s name and project title. Protect from damage. Package to prevent damage or deterioration during shipment, handling, storage, and installation. Maintain protective coverings until removal. Deliver signs only when the site and mounting services are ready. Store products in dry conditions inside enclosed facilities. 1.2 APPLICABLE PUBLICATIONS ASTM B209-01: Aluminum and Aluminum-Alloy Sheet and Plate. VA TIL Signage and Wayfinding Guideline. 1.3 MINIMUM SIGN REQUIREMENTS Exterior signage must meet the attached drawings and specifications (101400-2021-01). All aluminum extrusions must contain 75% recycled content. Sign details include: Post and Panel minimum sign cabinet depth: 3.25 inches. Posts: 3¾" round black posts with key slot. Mounting: Direct burial with concrete footing and above-ground concrete pad, or breakaway posts. Graphics: Reflective white opaque vinyl, Helvetica Medium fonts. Finish: Baked enamel or powder coat, minimum 0.05 mm (2 mils) thickness. Sign construction: Extruded aluminum system with integral features such as water relief channels and flanges. Reveal: Between post and sign cabinet, adjustable extruded connector for 12 mm (0.5 inch) or 25 mm (1 inch) reveal. Existing standards include: 12" round, fluted powder-coated black posts with top caps. Concrete mow above ground. 30x30 black aluminum sign frame and backing. Sign types based on Virginia Manual on Uniform Traffic Control Devices: R1-5c, W11-2, W17-PR(L). 1.4 RELATED WORK Section 03 30 53, MISCELLANEOUS CAST-IN-PLACE CONCRETE: Concrete Post Footings (refer to VA TIL Master Specification Index, Division 03 Concrete). 1.5 SUBMITTALS Contractor shall provide qualifications for signage auditing and programming, including: Minimum 7 years of experience in signage programming and installation. Project scopes and documentation for three federal projects, evaluated on a scale from 1 (Below Average) to 5 (Exceeds Expectations). Experience in projects of at least $500,000. Representation by a project manager with at least 5 years of experience in signage auditing and development, especially in large medical centers. Ability to provide ADA and TIL-compliant signage solutions. Knowledge of medical terminology and hospital operations. Familiarity with VA Sign & Graphic Design Guide. PART 2   DETAILED SCOPE Additional scope includes programming, manufacturing, and installing new signage units, updating existing signage, and providing a complete sign message schedule. The vendor shall participate in facility meetings, survey existing conditions, prepare sign location plans, provide shop drawings, utility survey and marking, and final turnkey installation. All work must comply with Federal Facility Technical Standards and Virginia SCC Marking Standards, available at Virginia SCC Marking Standards. This is a firm-fixed-price, turnkey contract covering transportation, materials, equipment, labor, and expertise. The federal government will not provide office space; all items are stored off-site. Updated signs must meet VA TIL Signage and Wayfinding Design Guide standards. PART 2a   PERFORMANCE REQUIREMENTS The contractor shall provide technical assistance, development, and final specifications, including underground utility survey and marking. The contractor is responsible for any damages outside the scope of work and for disposing of replaced signage and installation debris outside the VA campus. Project schedule depends on installer and end-user availability, with minimal disruption. Work hours are 7:30 am to 4 pm, with recognized US holidays observed. Requests for outside-hours work require prior written approval from the VA Contracting Officer’s Representative (COR), submitted at least five business days in advance. Exterior Requested Signage Refer to Section 3.5 for drawings. Example image: EN-10.10 Pedestrian Signage PART 3   PRODUCTS 3.1 GENERAL Signs shall match the shown types, sizes, and designs, complete with lettering, framing, and components. Graphics items shall be produced by a single manufacturer, including mounting accessories and fasteners. Drawings must be verified for dimensions, and discrepancies reported to the VA Interior Designer. The contractor assumes responsibility for compliance, compatibility, and warranty of all components. SIGN STANDARDS / CONSTRUCTION Signs shall be manufactured from extruded aluminum alloy, pre-assembled, primed with zinc chromate, and electro-statically painted with DuPont Emron polyurethane, baked at 300°F for 20 minutes. Sign panels will have eased corners, and posts will have a permanent top cap. All extrusions must contain at least 75% recycled content, UL-listed, and approved. Signage shall include digital prints on Scotch Cal vinyl laminated to 1/8" clear polycarbonate, matching existing structures. 3.3 FABRICATION Fabrication shall include forming, rebates, lugs, brackets, concealed fasteners, and welding as needed. Joints shall be flush, tight, and unnoticeable. Surfaces shall be smooth, flat, and free of defects, with sharp lines and accurate profiles. All painted surfaces shall be properly primed and coated. Movable parts shall operate smoothly, with doors and covers aligned and fastened securely. PART 4 - EXECUTION 4.1 INSTALLATION Protect products during handling and installation. Mark utilities prior to excavation; use VA-provided utility maps. Install signage level and plumb, with debris removed and area restored to original grade. Confirm locations with VA Interior Designer before installation. Provide safety hoarding as required. PART 5   POLICY DRUG FREE WORKPLACE The VA is committed to a safe, healthy, and productive environment. The contractor must adhere to policies prohibiting illegal drug and alcohol use, possession, sale, or manufacture on premises or during work hours. Employees under the influence during work hours or on VA property are prohibited. The contractor is responsible for ensuring employees' compliance, including those on prescribed medications. No smoking is allowed on campus, with no designated smoking areas. Violations may result in disciplinary action, including termination, and legal consequences under federal, state, or local laws.
