This opportunity seeks certified contractors to provide comprehensive kitchen exhaust hood and duct cleaning and certification services for the U.S. Air Force at Sheppard Air Force Base (AFB) and Sheppard Annex at Lake Texoma. - Government Buyer: - Department of Defense, Department of the Air Force, Air Education and Training Command, 82d Contracting Squadron (FA3020 82 CONS LGC) - Scope of Services: - Cleaning and certification of 35–39 kitchen exhaust hoods and duct systems across 13 buildings and multiple facilities, including dining halls, food courts, clubs, and child development centers - Services include cleaning exhaust fans, ducts, filters, drip containers, and related kitchen equipment - Cleaning frequencies vary by facility and hood (monthly, quarterly, biannual, annual) - Emergency cleaning services required within 5 hours of notification - Lift rentals and emergency services as needed - Certification and Compliance Requirements: - Contractors must be certified by an industry-standard organization such as the International Kitchen Exhaust Cleaning Association (IKECA) or equivalent - Proof of certification for Certified Exhaust Cleaning Specialists must be provided annually or as directed - At least one certified technician must be present on-site during all work - All work must comply with NFPA 96, OSHA, and Air Force standards - Detailed after-service reports required - Unique/Notable Requirements: - Scope may change based on facility modifications - 100% set-aside for Economically Disadvantaged Woman Owned Small Business Concerns - OEMs and Vendors: - No specific OEMs or product manufacturers are named in the solicitation - Period of Performance: - Five fiscal years (FY27–FY31) with annual ordering periods - Locations: - Sheppard Air Force Base, TX - Sheppard Annex at Lake Texoma, TX - Multiple on-base facilities (dining halls, food courts, clubs, child development centers, etc.)

Description

Amendment 0001 - This amendment is updates the Combined Synopsis/Solicitation paragraph 4 to set aside 100% for Economically Disadvantaged Woman Owned Small Business Concerns. No other items have been updated.

This requirement is a continuation contract to provide Exhaust Hoods cleaning and certification services at Sheppard AFB and Sheppard Annex at Lake Texoma (approximately 2 hour drive/120 miles from Sheppard AFB).  The service provider shall provide all personnel, equipment, tools, supplies, expertise, materials and other items necessary to perform cleaning kitchen exhaust hoods and ducts.   It is critical that service providers are certified, qualified, trained, and efficient in the trade and must perform in the best and most workmanlike manner and in compliance with the contract and industry standards.  Certification must come from an industry standardized organization such as International Kitchen Exhaust Cleaning Association (IKECA) or comparable.  Contractor will be responsible for providing proof of certification for Certified Exhaust Cleaning Specialists on an annual basis or as directed by their certifying industry standardized organization.  Contractor must provide a photocopy of certification to the Contracting Officer (CO) and Contracting Officer Representative (COR) within 10 days of certification renewal. During performance of work, at least one certified technician must remain on-site at all times.  During the span of this contract, modifications may be required. Modifications are based on a per exhaust hood and duct system by building. Modifications may be generated due to facility utilization, additions and deletions, renovations, demolition, and new construction.   See "Attachment 2 - PWS" for a detailed breakdown of the service sought in this requirement.   Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 27 May 2026 @1000 hours Central Standard Time.  Questions submitted after this date may not be answered.

2. Quotes in response to this solicitation must be submitted via email to the POCs and Contracting Officer listed above no later than the established deadline.

3. Quotes must be valid through 30 September 2026.

4. All price quotations must be submitted via the above table. Separate quotes on company letterhead can be provided for supplemental information, but all technical submissions must be submitted on a separate document.

5. Complete the below contractor identification information.   A site visit is scheduled for 20 May from 10:00 AM to 12:00 PM. Please refer to Attachment 9: Kitchen Exhaust Site Visit Schedule-Map for the detailed itinerary. Transportation will be provided via bus departing from 206 Ave J, Sheppard AFB, TX 76311.
