The Air Force Life Cycle Management Center (AFLCMC), under the Department of the Air Force, is seeking qualified defense contractors to serve as a neutral integrator for the B-2 Spirit bomber supply chain regeneration initiative. - Government Buyer: - U.S. Air Force, Air Force Life Cycle Management Center (AFLCMC), AFLCMC/WBK-2 (B-2) - Scope of Services Requested: - Serve as a neutral, program-controlled integrator for the B-2 supply chain - Manage program management, reverse engineering, data rights acquisition, supplier network management, and airworthiness qualification - Address parts obsolescence and diversify the industrial base for the B-2 Spirit bomber fleet - Develop government-owned, producible Level 3 Technical Data Packages (TDPs) through reverse engineering of obsolete or unavailable parts - Negotiate and acquire technical data and intellectual property rights from major aerospace OEMs to secure Unlimited Rights for the Government - Establish and manage a hub-and-spoke supplier network, providing engineering oversight and build-to-print data packages to subcontractors - Manage airworthiness qualification processes for new parts and repairs - Unique/Notable Requirements: - Respondents must have experience integrating low-density, strategic military aircraft fleets - Must possess extensive in-house reverse engineering capabilities and SAP-cleared facilities suitable for multiple large-body aircraft - B-2 OEMs and their primary mission-system affiliates are excluded from consideration due to Organizational Conflicts of Interest (OCI) - No specific products, part numbers, or quantities are requested; only service capabilities are sought - OEMs and Vendors: - No specific OEMs or vendors are named; major aerospace OEMs are referenced as sources for data rights acquisition - Place of Performance: - Tinker Air Force Base, Oklahoma (AFLCMC/WBK-2 contracting office and likely place of performance)

The Air Force Life Cycle Management Center (AFLCMC) is conducting market research to identify sources capable of serving as a neutral, program-controlled integrator to address parts obsolescence and regenerate the B-2 Spirit bomber supply chain through reverse engineering and technical data package (TDP) development. Viable respondents must be established defense contractors possessing demonstrated integration experience for low-density strategic aircraft fleets, extensive in-house reverse engineering expertise, and specialized SAP-cleared facilities capable of accommodating multiple large-body aircraft. Due to inherent Organizational Conflicts of Interest (OCI) with this specific effort, the B-2 Original Equipment Manufacturers (OEMs) and their primary mission-system affiliates shall not be considered for award and should NOT respond to this notice.
