U.S. Customs and Border Protection (CBP) is seeking a contractor to provide comprehensive oil/water separator, clarifier, sump, and sludge pumping services at nine Border Patrol facilities in the San Diego Sector. - Government Buyer: - Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Border Patrol San Diego Sector, Border Enforcement Contracting Division - Scope of Services: - Cleaning, pumping, vacuuming, rinsing, and disposal of sludge, mud, backwash, and wastewater from oil/water separators, clarifiers, sumps, mud trenches, and water treatment plant backwash tanks - Profiling, manifesting, transportation, and disposal of waste to permitted facilities, including the City of San Diego - Service frequencies range from 1 to 24 times per year per location/tank type - Quantities per service event range from 500 to 60,000 gallons - Services scheduled Monday-Friday, 7:00am-2:00pm, with additional services available on 24-hour notice for emergencies - Locations: - Nine CBP Border Patrol facilities in San Diego County, including San Diego Sector Facility Maintenance, Imperial Beach, El Cajon, Campo, Boulevard, Chula Vista, Interstate 8 Westbound, and Highway 94 Border Patrol Checkpoints - Notable Requirements: - Contractor must possess and maintain permits to dispose of water treatment plant backwash water to the City of San Diego - Compliance with all federal, state, and local regulations is mandatory - Pricing must be submitted for all five years (base plus four option years) - No specific OEMs or product manufacturers are named; this is a service-based procurement - All technical and operational details are provided in the Statement of Work (SOW) and Quotation Pricing Spreadsheet

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR 12. This announcement constitutes the only solicitation: QUOTES ARE BEING REQUESTED and a separate written solicitation will not be issued.

Solicitation number 70B03C26Q00000066_Oil-Water Separator, is issued as a Request for Quotes (RFQ) for Oil and Water Separator Pumping and Backwash Water and Wastewater Services. The Government intends to award a firm-fixed-price contract for a base period of one year and four (4), 12-month option periods. 

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP), is seeking to acquire support with the cleaning, pumping, and disposal of sludge, mud, backwash and wastewater services for multiple CBP locations. The services offered must meet or exceed the specifications/description in the attached statement of work (SOW) and enough detailed specifications must be submitted with the quote for a technical review to be completed without holding discussions. 

All interested companies shall provide a firm-fixed-price quote for all 5 years and complete Attachment 2, Quotation Pricing Spreadsheet, for the base year, plus all four (4) option years.  

INTERESTED CONTRACTORS MUST HAVE THE REQUIRED PERMIT TO PUMP OUT AND PROPERLY DISPOSE OF WATER TREATMENT PLANT BACKWASH WATER TO THE CITY OF SAN DIEGO. ONLY CONTRACTORS WHO POSSESS SUCH PERMIT WILL BE CONSIDERED FOR AWARD.
