The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking technical and engineering support for its Electronic Warfare and Spectrum Operations Division, with a focus on Navy and Joint warfighting systems. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Dahlgren Division, Electromagnetic and Sensor Systems Department (B) - Scope of Services: - Systems and software engineering and integration - Hardware and software research and development (R&D) - Modeling, simulation, test, and evaluation - Integration and test of electronic warfare (EW) and sensor systems - Data analysis, system maintenance, operation, and training - Configuration management and data management - Artificial intelligence (AI) and machine learning (ML) development - Information technology (IT) support and laboratory facility assistance - Field Programmable Gate Array (FPGA) and circuit board design, embedded systems - Foreign Military Sales (FMS) support, design reviews, technical documentation, and project management - Labor Categories and Quantities: - Extensive labor categories including Program Managers, Senior Engineers (including TS/SCI cleared), Software Engineers, Test Engineers, Analysts, IT Specialists, Machine Learning Analysts, Circuit Board Designers, Electronics Technicians, and Configuration/Data Management Specialists - Labor hours span five years with surge options (e.g., Journeyman Software Engineer: 90,240 hours; Operations Systems Analyst: 94,800 hours) - Contract Structure and Requirements: - Cost-Plus-Fixed-Fee (CPFF) task order - 12-month base period plus four 12-month option years (total 60 months) - 20% annual surge labor option - Only SeaPort-NxG Multiple Award Contract (MAC) holders eligible; small business primes targeted - Incumbent contractor is SimVentions, Inc. - Unique/Notable Requirements: - Support for classified work (TS/SCI clearance required for some roles) - AI/ML model development and FPGA/circuit board design expertise - Support for Foreign Military Sales and advanced EW system analysis - No specific OEMs or commercial product part numbers are named in the solicitation - Place of Performance: - Primarily at NSWCDD, Dahlgren, VA - Industry Day at University of Mary Washington Dahlgren Campus, King George, VA
