This opportunity seeks 8(a) business firms to provide comprehensive custodial services at Tyndall Air Force Base (AFB), Florida, under a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. - Government Buyer: - U.S. Air Force, 325th Contracting Squadron (FA4819 325 CONS PKP) and 325th Civil Engineering Squadron at Tyndall AFB - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named; contractors must provide all necessary equipment and supplies - Products/Services Requested: - Comprehensive custodial services for all base facilities - Management, tools, equipment, and labor for cleaning - Restroom and locker room cleaning, including replenishment of soap and paper products - Periodic hard floor and carpet maintenance (cleaning, scrubbing, sealing, polishing, waxing, stripping, restorative carpet cleaning) - Specialized cleaning for Child Development Centers, Youth Centers, Fitness Centers, and School Age Programs (Level 4 Cleaning) - Centralized trash collection and removal - Provision and maintenance of all cleaning equipment, vehicles, and restroom supplies - Unique or Notable Requirements: - All work must comply with Air Force Custodial Common Levels of Service Standards (AFCOLS 3), applicable laws, regulations, and commercial practices - Enhanced cleaning and safety requirements for sensitive areas (e.g., background checks, immunizations, and training for personnel in CDCs) - Cleaning frequencies and facility square footages are detailed in appendices - Contractors must adhere to maximum cleaning frequencies and replenishment standards - Compliance with security, safety, and environmental regulations - Some cleaning tasks require night or after-hours work - Contract Structure: - Single-award IDIQ contract with a one-year base period and four one-year option periods (up to five years total) - Task orders issued on a firm-fixed-price basis - NAICS code 561720 (Janitorial Services), $22M size standard

Description

The 325th Contracting Squadron at Tyndall AFB, FL, is issuing this RFI for the purpose of locating qualified 8(a) business firms that would have the capabilities to provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Tyndall AFB, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A in order to meet the requirements of this PWS and the Service Summary (SS). Maximum cleaning frequencies are established in Appendix A, Air Force Custodial Common Levels of Service Standards. All work performed by the contractor shall be performed in accordance with AFCOLS 3 standards, all applicable laws, regulations, HAF standards, instructions, and commercial practices. The 325th Contracting Squadron intends to award a single-award IDIQ contract. The Ordering Period will consist of a one-year base period with four (4) one-year option periods at the Task Order Level. Individual requirements will be fulfilled via Task Orders issued on a Firm-Fixed-Price (FFP) basis.
