This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.

This notice is intended strictly for market research to determine the availability of Indian Economic Enterprises (IEE)Businesses.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 562212, Solid Waste Landfill. This U.S. industry comprises establishments primarily engaged in (1) operating landfills for the disposal of nonhazardous solid waste or (2) the combined activity of collecting and/or hauling nonhazardous waste materials within a local area and operating landfills for the disposal of nonhazardous solid waste. These establishments may produce byproducts, such as methane.

Background 

The Mission of the Rosebud IHS is to provide the best possible healthcare services to the patients on the Rosebud Sioux Reservation in South Dakota. To meet this mission, the Rosebud Indian Health Services (IHS) is requesting a Base Plus Four (4) Option Year, firm-fixed price, non-personal service contract to provide solid waste disposal service.

Objective 

The Rosebud IHS requires solid waste to be disposed of at local landfill on the Reservation and roll-off dumpster rental.

2.1       Scope

Access to the Tribally owned Landfill located near Carter, SD for disposal services for the hospital quarters, construction and other debris. Approximately 50 loads annually

Provide rental services. Delivery and pick up of 20-yard roll-off dumpster rented from Rosebud Sioux Tribe Solid Waste (RSTSW). Approximately 5 rentals annually

contractor shall notify a designated Rosebud IHS point of contact, designated Contracting Officer’s Representative (COR) of any scheduled days the landfill will be closed Two (2) days before such closure. contractor shall notify a designated Rosebud IHS point of contact of any issues as a result in disruption of services.   

3.0       Work Schedule/Availability

Rosebud IHS hours of operations are Monday through Friday 7:00am to 5:00pm.

Base year: 07/01/2026 to 06/30/2027

Option Year 1: 07/01/2027 to 06/30/2028

Option Year 2: 07/01/2028 to 06/30/2029

Option Year 3: 07/01/2029 to 06/30/2030

Option Year 4: 07/01/2030 to 06/30/2031

7.0       Contractor Compliance

The Contractor shall adhere to the Health Insurance Portability and Accountability Act (HIPAA), Privacy Act of 1974.

8.0       Administrative

Compensation – Billing will be at a fixed rate for all services. Meetings/Conference Calls – The Contractor shall attend meetings or conference calls scheduled by the Contracting Officer’s Representative (COR) to address areas of concern and exchange information to ensure all contract requirements are being met. The COR shall be responsible for scheduling and coordination of all meetings and conference calls.

9.0       Government Furnished Property/Equipment/Information

No Government furnished property, equipment, or information is provided.

10.0      Reports

The Contractor shall deliver standard or custom reports on demand, to monitor monthly usage.
