Caltrans District 04 is seeking qualified firms for a three-year, on-call contract to provide Hydraulics Engineering and related A&E services supporting transportation projects across nine Bay Area counties. - Government Buyer: - California Department of Transportation (Caltrans), District 04, Division of Design, Office of Hydraulic Engineering Program - Contracting office: Caltrans Division of Procurement and Contracts - Services Requested: - On-call Hydraulics Engineering Services, including: - Hydraulic engineering studies and technical consultation - Design support, project reports, and preparation of Plans, Specifications, and Estimates (PS&E) - Fish passage design, wildfire damage and coastal erosion investigations - Review of contractor submittals and construction support - Related A&E services: environmental services, land surveying, construction management, project management, permitting, and public outreach - All services must comply with prevailing wage requirements and updated DBE/DVBE/Small Business participation goals - Key Requirements: - Consultant Contract Manager must have at least five years of relevant contract management experience and ten years in hydraulics engineering, and must be a direct employee of the prime consultant - All use of Generative Artificial Intelligence (GenAI) in deliverables must be disclosed per Executive Order N-12-23 - Vendor services incidental to A&E work must be listed with rate sheets - Emphasis on workforce analysis, nondiscrimination, and compliance with California Civil Rights Laws - OEMs and Vendors: - No specific OEMs or product manufacturers are named; opportunity is open to qualified consulting firms - Locations: - Work will support projects in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma counties - Key Caltrans offices: 111 Grand Ave, Oakland, CA (District 04); 1727 30th Street MS 65, Sacramento, CA (Procurement) - Estimated Contract Value: - $8,000,000 to $13,000,000 over three years

Caltrans is soliciting Statements of Qualifications (SOQs) from qualified firms for a contract to perform Hydraulics Engineering Services on an as-needed basis to support the California Department of Transportation, Division of Project Delivery, District 04. The work will be performed on projects to improve the State transportation system in Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma counties. The contract term is estimated to be three years with an estimated value between $8,000,000 and $13,000,000. The solicitation includes requirements for Consultant Contract Manager experience and compliance with Executive Order N-12-23 regarding Generative Artificial Intelligence use.
