NOAA NESDIS OSPO MOD is seeking to renew its Space Data Association (SDA) Membership Subscription for continued access to Space Data Center Services. - Sole source procurement to Space Data Association Limited (AEGIR, Croit E Quill Road, Laxey, IM4 7JJ, United Kingdom) - Services include: - Deployment, maintenance, and licensing for data collection and predictions - Access to Space Data Center Services - SDA is the only industry provider; no authorized resellers exist - Place of performance: NOAA Satellite Operations Facility (NSOF), Suitland, MD - Period of performance: July 1, 2026 to June 30, 2027 (one year) - Interested vendors may submit documentation if they can meet requirements, but SDA is currently the sole provider - Justified under sole source authority 41 U.S.C. 1901

Description

This notice is not a Request for Quote, Request for Proposal, or an Invitation for Bid.  The intent of this synopsis is to provide notice of a proposed contract action.

This is a notice of intent to issue a firm, fixed price commercial purchase order to Space Data Association Limited located at AEGIR, Croit E Quill Road, Laxey, IM4 7JJ, United Kingdom.  The North American Industry Classification System (NAICS) Code “518210-Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services” with a small business size standard of $40,000,000.00.

The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) Mission Operations Division (MOD) has a requirement for membership to the Space Data Association (SDA) with a period of performance of July 1, 2026 to June 30, 2027.  Specifically, the Government needs the SDA Membership Subscription Renewal. The place of performance for this requirement is NOAA Satellite Operations Facility (NSOF) located in Suitland, MD.

SDA is currently the sole industry provider for Space Data Center Services, Deployment, Maintenance, and Licensing for data collection and predictions.  There are no SDA authorized resellers at this time.

A sole source justification was prepared in accordance with RFO 13.101(b). The statutory authority permitting this sole source acquisition is 41 U.S.C. 1901.  This notice is not a request for competitive quotes or proposals; however, any vendor that believes it can fully meet the Government’s Requirements may submit written documentation affirmatively demonstrating its ability to meet the Government’s Requirements to the Contracting Officer and Contract Specialist, listed below, within ten (10) calendar days of the notice’s posted date.

Vendor documentation submitted in response to this notice will be considered only to determine whether to proceed with the intended sole source acquisition.  A determination by the Government not to conduct a competitive acquisition based on potential submissions to this notice is solely within the discretion of the Government.  Any documentation submitted in response to this notice is strictly voluntary.  Therefore, the Government: 1) will not pay for any vendor work or documentation submitted in response to this notice; and, 2) will not award a contract solely based on documentation submitted in response to this notice.
