The U.S. Navy's Military Sealift Command (MSC) is seeking a sole source contract with General Electric (GE) for comprehensive engineering services, OEM parts, and technical support for automation and power conversion systems on MSC vessels. - Government Buyer: - U.S. Navy, Military Sealift Command (MSC), MSCHQ Norfolk - OEM Highlight: - General Electric (GE) Energy Power Conversion USA Inc. is the exclusive Original Equipment Manufacturer (OEM) for all required systems, parts, and services - Products and Services Requested: - Engineering and technical services for GE Power Conversion systems, including: - Machinery Plant Systems - Machinery Centralized Control Systems (MCCS) - CoGen Power Take Off (PTO) and Power Take In (PTI) Systems - Assured Power Modification Systems - Associated automation and control equipment - Supply of new or rebuilt GE OEM parts, tools, and materials - Remote and shipboard technical support (24/7, rapid response for deployed ships) - Engineering analyses, feasibility studies, inspections, and failure analyses - Industrial Control System (ICS) cybersecurity reviews and annual security assessments (per NIST SP-800-82r2 and DHS Defense-in-Depth) - Configuration management for hardware, software, and technical documentation - Obsolescence management and bi-annual parts obsolescence logs - Ten 8-day training courses at GE shore-based facilities for up to six MSC employees per course, covering electric plant, propulsion, bow thruster, MCCS, and cybersecurity - Technical Service Bulletins for all supported GE equipment - CTIP (Combating Trafficking in Persons) compliance reporting - Unique or Notable Requirements: - Only GE, as the OEM, is authorized to provide the required parts and services - Rapid response times for technical support (24-72 hours for deployed ships) - Annual cybersecurity reviews and compliance with federal cybersecurity standards - Lifecycle maintenance and configuration management for complex shipboard automation systems - Training and technical documentation tailored to MSC vessel classes - Scope of Work: - Applies to multiple MSC vessel classes (T-AKE, T-ESB, T-ESD, T-AO, LCC, T-AK 3017, T-AKR 310, T-AGS 66) - Services and deliveries at MSC facilities in Norfolk, Williamsburg (VA), San Diego, Port Hueneme (CA), and worldwide on MSC vessels

Description

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; Offers are being requested, and a separate written solicitation will not be issued.

Solicitation number is N3220526R6003 and is being issued as a Request for Proposals (RFP) for a broad range of General Electric (GE) Power Conversion systems and items and exclusively authorized Original Equipment Manufacturer (OEM) parts and technician services to maintain the automation systems onboard multiple MSC ship classes. Specifically, the required parts and services are for the following automation systems: Machinery Plant Systems and Machinery Centralized Control Systems (MCCS), CoGen Power Take Off Systems, (PTO), Power Take In Systems (PTI), Assured Power Modification Systems, and other associated items onboard MSC vessels.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.

Defense Priorities and Allocations System (DPAS): Orders placed under this contract may be subject to the Defense Priorities and Allocations System (DPAS) regulation (15 CFR 700). Should an order require a priority rating, the Request for Quote (RFQ) will include the provision FAR 52.211-14 Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program Use and clause FAR 52.211-15 Defense Priority and Allocation Requirements for Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program Use, which will specify the applicable rating.

See attached SF 1449 for a list of all details of the supplies and/or services required and a list of all solicitation provisions and contract clauses that apply to the acquisition.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

This is a sole source requirement. The intended source is GE as the Original Equipment Manufacturer for the proposed supplies and services.
