Air Force Seeks Cryotech E36 and Sodium Acetate Runway Deicers with On-Site Training at Wright-Patterson AFB

The U.S. Air Force at Wright-Patterson Air Force Base (WPAFB), Ohio, is seeking suppliers for specialized runway deicing products and related services: - Government Buyer: - Department of the Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), 88th Civil Engineer Squadron (88 CES), FA8601 office - OEMs and Vendors: - Cryotech is the specified OEM for the E36 Potassium Acetate liquid runway deicer - Products/Services Requested: - Cryotech E36 Liquid Runway Deicer (Potassium Acetate based) - Must meet FAA-approved SAE AMS 1435 specifications - Minimum 50% potassium acetate by weight, freezing point -76°F or lower, no urea or glycols - Solid Runway Deicer (Anhydrous Sodium Acetate based) - Must meet FAA-approved SAE AMS 1431 specifications - 97% anhydrous sodium acetate, spherical shape, max 1% corrosion inhibitors - On-site training and technical briefing for government personnel on proper use, application rates, and handling of deicers - Unique or Notable Requirements: - Vendors must provide independent laboratory certifications and environmental/toxicity reports for both products - Emergency delivery capability required within 24 hours, including holidays and weekends - Standard deliveries must start within 48 hours of order and complete within 7 days - On-site training is mandatory - Delivery locations are specific buildings within WPAFB - Place of Performance/Delivery: - Wright-Patterson Air Force Base, Ohio (specific buildings in Area A) - No specific quantities or part numbers for the solid deicer are provided; liquid deicer part number is Cryotech E36

Description

This is a Sources Sought Synopsis; there is no solicitation available. Requests for a solicitation will not receive a response. This Sources Sought is published for market research purposes only to assess whether there are businesses capable of providing Liquid Runway Deicer, specifically Cryotech E36 brand Potassium Acetate, and Solid Compound, Anhydrous Sodium Acetate, Runway Deicer as described in the attached Statement of Work (SOW). This product shall be delivered to Wright Patterson Air Force Base (WPAFB) Ohio. This market research will be used to help determine if this may be a competitive acquisition, or if a set-aside in any small business program is appropriate (Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVO), Economically Disadvantaged Women-Owned (EDWO). CAPABILITLIES STATEMENTS: Interested parties shall submit a capabilities package that explicitly demonstrates company capabilities and product/service specifications related to this effort. Responses shall include company name, physical and mailing address, and point of contact with his/her phone number. Prospective sources must also indicate their business size status (e.g. large, small, small disadvantaged, 8(a), women-owned small business) in relation to North American Industry Classification (NAICS) code 325998. Prospective Sources should also include their corresponding Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) Codes. CAGE codes can be obtained by successfully registering in the System for Award Management (SAM) at www.sam.gov. Capability statements shall be limited to a maximum of 20 pages and may be sent via email, to the attention of Amanda Cafarella with at subject line that reads “FA8601-27-R-0001, Runway Deicer.” at amanda.cafarella@us.af.mil.
