USMC Quantico Laboratory Testing Services for Water, Wastewater, and Environmental Compliance

The United States Marine Corps at Marine Corps Base Quantico is seeking comprehensive laboratory testing services to ensure compliance with Virginia state and federal environmental regulations for water, wastewater, stormwater, and hazardous waste. - Government Buyer: - United States Marine Corps (USMC), Marine Corps Installations National Capital Region (MCINCR), Marine Corps Base Quantico, Distribution Management Office - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or named vendors are identified in the solicitation or attachments - Products and Services Requested: - Laboratory testing and analysis for potable (drinking) water, sewage, stormwater, industrial wastewater, and hazardous waste - Includes testing for PFAS, metals, organics, biological indicators, carbamate, cyanide, fluoride, lead, copper, radiological substances, pesticides, and more - Testing must comply with EPA, Virginia Department of Environmental Quality, and Virginia Department of Health standards - Sample containers and coolers (pre-labeled, provided monthly) - Composite sampling (up to 6 times per year) - Sample collection and courier services from multiple federal facilities on base - Daily, weekly, and annual reporting of results, including rapid notification of abnormalities - Integration services for testing programs - Mission essential contractor services for crisis situations (on a daily rate basis) - Quantities and Line Items: - Drinking Water, Stormwater, Hazardous Waste, and Wastewater Testing Services: 12 each (likely monthly) - Integration Services: 12 (likely monthly) - Mission Essential Contractor Services: 365 (daily rate) - Composite Sampler: 6 per year - Unique or Notable Requirements: - Contractor must maintain all required laboratory certifications - Must provide sample analysis seven days per week, 52 weeks per year - Timely reporting of test results and abnormalities (within 7 days of sampling, same-day for issues) - Quality assurance/quality control program required - Essential services must be available during crisis situations as directed by the government - Past performance documentation and completion of a performance questionnaire required - Locations: - Marine Corps Base Quantico, including Mainside Wastewater Treatment Plant, Water Treatment Plant (1303 Caddy Road), Natural Resources and Environmental Affairs office, and Distribution Management Office - Sample collection and delivery within a 15-mile radius of MCB Quantico
