Description

The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 7, intends to award a firm-fixed-price contract for Temporary 2-Megawatt Portable Generator Rental Services for the Carl Vinson VA Medical Center, Dublin, Georgia. This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, and the policies and procedures of FAR Part 13, Simplified Acquisition Procedures. This acquisition is being conducted as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The applicable NAICS Code is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing, with a corresponding size standard of $40 Million. The Contractor shall provide all labor, supervision, equipment, transportation, delivery, installation, operation support, maintenance, emergency response services, and removal necessary to provide a temporary 2-Megawatt portable generator system in accordance with the attached Statement of Work (SOW). The generator system shall support facility operations and shall comply with all applicable federal, state, local, OSHA, and NFPA requirements. All work shall be performed in accordance with the attached Statement of Work and all applicable laws, regulations, and safety requirements. Submission of partial quotes, pricing-only responses, or incomplete quotations may render the offer technically unacceptable. Offerors shall submit quotations electronically via email as one complete PDF file. All questions shall be submitted via email to the Contracting Officer no later than 5/8/2026 Friday at 12:00PM EST. Offers shall be submitted electronically in accordance with the instructions provided herein. Questions received after this deadline will not be considered.

Basis for Award Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to the responsible offeror whose quotation conforms to solicitation requirements and is determined technically acceptable. The Government reserves the right to award without discussions.
