Omaha MRWRRF Roof Replacement – TPO System and Associated Work

The City of Omaha Public Works Department is seeking bids for a comprehensive roof replacement at the Missouri River Water Resource Recovery Facility (MRWRRF) Administration and Operations Buildings. - Government Buyer: - City of Omaha Public Works Department - Project Scope: - Complete removal and replacement of the existing Thermoplastic Polyolefin (TPO) roofing membrane on both administration and operations building roofs - Replacement of any damaged polyisocyanurate board insulation (ASTM C 1289, Type I) - Installation of a 1/2" DensDeck protection board (or approved equal) over insulation - Installation of a new 60 mil, white, fabric-reinforced TPO roofing membrane system - Installation of new metal edge flashing and cleats - Replacement of wood blocking with cedar or CCA .40 treated southern yellow pine as needed - Replacement of exterior grade, weather-resistant plywood as needed - Adjustment or replacement of roof drains and piping by a licensed plumber as required - All electrical disconnect/reconnection and rooftop electrical work by a licensed electrician - Mechanical work (e.g., exhaust vent stacks, equipment supports) by a licensed mechanical contractor as needed - OEMs (Original Equipment Manufacturers): - Acceptable TPO membrane manufacturers: Carlisle SynTec, Firestone, GAF, GenFlex, Johns Manville, Sarnafil, Stevens, Versico - Notable Requirements: - Roofing system must meet a 20-year manufacturer warranty; other items require a 2-year contractor warranty - Compliance with City of Omaha Small & Emerging Small Business (SEB) program, with a reserve for SEB bidders - Bidders must hold a "Class A or B" City of Omaha General Contractor's License - Submission of SEB Participation Disclosure, Certificate of Compliance, Responsible Contractor Compliance, Employee Classification Act Affidavit, and proof of license - Bid bond of 5% required for bids over $50,000; performance bond required upon award - Lump sum contract; all required documents must be uploaded electronically and original bid security delivered to the City Clerk - Quantities: - Most items are specified as "as needed" or by system, not by square footage or count - Place of Performance: - Missouri River Water Resource Recovery Facility, 5600 10th St, Omaha, NE 68107 - Contracting Office: - Omaha/Douglas Civic Center, 1819 Farnam Street, Omaha, NE 68183

The City of Omaha is soliciting bids for the removal of the existing Thermoplastic Polyolefin (TPO) Roofing Membrane, replacement of damaged insulation, installation of a 1/2" protection board over the insulation, and installation of a new TPO Roofing Membrane System at the Missouri River Water Resource Recovery Facility located at 5600 10th St, Omaha, NE 68107. The project scope includes the entire administration building roof and the operations building roof. Bidders must comply with the City's Small & Emerging Small Business (SEB) program, with a reserve for SEB bidders. The anticipated notice to proceed date is July 13, 2026.
