The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking a contractor for the design, replacement, and commissioning of a hydraulic fluid cooling tower at Building 19 B-Bay in Bethesda, MD. - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Carderock Division (NSWCCD) - Products and Services Requested: - Demolition and removal of the existing Baltimore Aircoil VXT-45 cooling tower and associated systems - Design, supply, and installation of a new cooling tower rated for 1,377,000 BTU/hr heat rejection - New pump, temperature sensor, electrical disconnect/starter, and control circuitry included - Cooling tower must fit existing footprint and maintain noise levels below 85 dB - Design services including PE-stamped drawings, control diagrams, and project schedule - Installation services including certified welding, ultrasonic phased array weld testing, and commissioning with demonstration and acceptance testing - Compliance with safety and environmental regulations; submittals required for equipment specs, safety plans, and test results - OEMs and Vendors: - Baltimore Aircoil Company (existing cooling tower to be replaced) - No specific OEM required for the new cooling tower; open to qualified manufacturers - Unique/Notable Requirements: - All design drawings must be stamped by a Professional Engineer (PE) - Noise level of new cooling tower must not exceed 85 dB - Contractor must provide capability statements and detailed submittals - Work must be completed during normal business hours unless otherwise approved - Place of Performance: - NSWC Carderock Division, 9500 MacArthur Blvd, Bethesda, MD

The Naval Surface Warfare Center, Carderock Division (NSWCCD) hereby issuing a Request for Information (RFI) from all potential sources to provide information to supply all material, labor and supervision necessary to design, replace and provide commissioning services of one (1) hydraulic fluid cooling tower currently located outside the building 19 B-Bay pump room. A draft Performance Work Statement (PWS) is attached to this RFI notice. SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required support services to meet the NSWCCD requirements. NSWCCD will only accept unclassified, electronic submissions. Responses shall be submitted via email to lina.k.bazensky.civ@us.navy.mil by 10:00AM ET, 29 May 2026. Responses shall list N00167-26-SIMACQ-CD-65-0046 in the subject line. No phone calls shall be accepted. This notice is for market research purposes only and does NOT constitute a Request for Proposal.
