The Defense Logistics Agency (DLA) Disposition Services is seeking to procure new 4,000 lb capacity electric forklifts for use at DLA DS sites across the Continental United States. - Government Buyer: - Defense Logistics Agency (DLA), Disposition Services - Products Requested: - Four types of 4K electric forklifts: - 4K Electric Reach Truck Forklift - 4K Electric Stand-Up Forklift with 48-inch tines - 4K Electric Sit-Down Forklift with 36-inch tines - 4K Electric Sit-Down Forklift with 42-inch tines - Each forklift includes: - Maintenance-free batteries (8-hour rated) - Battery chargers - Accessories: fire extinguisher, amber LED strobe, side mirrors, audible reverse alarm, LED work lights, solid rubber tires - Operator and maintenance manuals (digital and hard copy) - Familiarization training for operators (in-person or video) - Quantities: - Up to 3 units of each forklift type per contract period, with multiple periods possible (base plus four option years) - Unique/Notable Requirements: - Forklifts and batteries must clearly state place of manufacture and country of origin - Batteries must NOT be manufactured by companies on the Section 1260H list or those subject to the Decoupling from Foreign Adversarial Battery Dependence Act (including CATL, BYD, Envision Energy, EVE Energy, Gotion High Tech, Hithium Energy Storage Technology) - Compliance with ANSI/ITSDF B56.1 safety standards - Delivery required within 6 months of task order issuance - Manuals and operator training required within 14 business days of delivery - OEMs/Vendors Mentioned: - No specific OEMs or part numbers are named; prohibited battery manufacturers are listed - Place of Performance: - DLA Disposition Services sites throughout the Continental United States (CONUS) - Contracting office at Federal Center, 74 N Washington, Battle Creek, MI 49037-3092

4K Electric Forklifts This is a combined synopsis/solicitation for commercial items/services prepared in accordance with FAR Part 12. The required equipment is per the attached specifications, including its delivery timeframes. The procurement is under NAICS 333924 with a size standard of 900 employees. The requirement is a small business set-aside. Quotes are to be received no later than 1:00 p.m. Eastern Standard U.S. Time on the above specified date, via email only to the designated Contracting Officer. See Attachment for the Price Schedule and Specifications/Additional Terms. All contractor performance shall be in a safe manner, and in compliance with all applicable Federal, state, and local laws and regulations, and all installation policies. Any/all required documentation and service-related requirements including installation access are the responsibility of the contractor, with coordination as necessary with the site POC. Notes: The Technical Certification Form must be submitted with the vendors’ bid package to be eligible for award. Offerors shall state the place of manufacture/country of origin of the equipment they are quoting for this solicitation. (See 252.225-7020 Trade Agreements Certificate—Basic). The Government will not accept late quotes. The Government will not accept quotes that are partial or incomplete. In performance of this contract, any transportation of supplies by sea must comply with 252.247-7023 Transportation of Supplies by Sea—Basic (JAN 2023) Email quotes to matthew.wonch@dla.mil on or before the closing date of the solicitation. Unsuccessful offerors will not be notified separately of their unsuccessful proposals. FAR 52.212-1 (Instructions to Offerors -- Commercial) (SEP 2023) All offerors shall submit Attachment 3 Technical Certification Form, along with detailed technical specification on the equipment being proposed for technical acceptability review. This information must include the Equipment / Model / Specifications and Features (manufacturer’s cut sheet). The detailed specification shall be complete to verify that all salient characteristics are met. Each offeror will clearly state the quoted products’ place of manufacture (country of origin). The offeror shall also state the county of origin / place of manufacture for the batteries installed on the quoted electric forklifts. Acknowledgement of solicitation amendments, if applicable. Delivery lead-time. FAR 52.212-2 (Evaluation -- Commercial Items) (NOV 2021) Quotations will be evaluated on a Lowest-Price Technically Acceptable basis. Award will be made to the responsible firm that offers the lowest total cost to the Government for the entire requirement after a pass/fail evaluation of the contractors’ provided technical submittals meeting or exceeding salient characteristics / solicitation requirements. The offeror shall clearly certify the country of origin / place of manufacture on each product being quoted. Additionally, the offeror shall state the county of origin / place of manufacture for the batteries installed on the quoted electric forklifts. The offeror shall verify that the batteries are not manufactured by any company on the 1260H list. Given these forklifts are multi-year assets, the offeror shall identify if the batteries included are manufactured by a firm subject to a future prohibition under the Decoupling from Foreign Adversarial Battery Dependance Act of 2024.
