NAVSUP Fleet Logistics Center Norfolk is seeking service providers to support the United States Naval Community College (USNCC) with instructional course design, development, maintenance, and faculty support services for online and competency-based education. - Government Buyer: - Department of the Navy, NAVSUP Fleet Logistics Center Norfolk (Contracting Department, BUMED/FM&C Directorate) - U.S. Naval Community College (USNCC) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation or attachments - Products/Services Requested: - Instructional course design, development, and maintenance for online asynchronous and competency-based courses (1-3 credit-bearing courses annually) - Maintenance of approximately 34 community sites and 7 course sites within the USNCC Learning Management System (LMS) - 24/7 virtual helpdesk and technical support for faculty and students worldwide - Project management, reporting, and collaboration services - Estimated 24,640 labor hours over the base year plus four option years (Program Managers, Instructional Designers I & II) - Unique or Notable Requirements: - All work performed virtually; no physical delivery required - Compliance with Department of the Navy and DoD IT security and accessibility standards - Use of a Learning Management System (LMS) for course delivery and support - Secret security clearance required for personnel - Services expected to commence within 14 days of award - Place of Performance: - Virtual/remote work environment supporting USNCC (Quantico, Virginia as primary government location) - Contracting office located in Norfolk, Virginia
