Empire State Development (ESD), New York State's economic development agency, is seeking to pre-qualify additional law firms for real estate and land use legal counsel services statewide. - Government Buyer: - Empire State Development (New York State Urban Development Corporation) - Services Requested: - Real estate and land use legal counsel for economic development projects - Areas of expertise required include: - Acquisition, sale, leasing, and licensing of real property - Real estate development and financing - Taxation, land use controls, zoning, and building codes - Lease enforcement, property maintenance, and title disputes - Litigation related to real estate and land use - Notable Requirements: - Firms must agree to ESD's maximum hourly rate schedule - Demonstrated expertise in New York City is especially valued - Minority- and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) are encouraged to apply - Only firms not already pre-qualified in the 2025 process should respond - Compliance with non-discrimination and IT security standards (if applicable) - No specific OEMs or vendors are named, as this is a pre-qualification for legal services - Pre-qualified firms will be eligible for engagement on an as-needed basis for ESD, its subsidiaries, and affiliates

Description

Empire State Development (ESD) is seeking proposals from law firms with expertise in real estate and land use law, including litigation capabilities. The selected firms will represent ESD on large scale real estate and land use matters such as acquisition, sale, leasing, licensing, development, financing, taxation, land use controls, and related disputes. This Supplemental RFQ aims to pre-qualify additional firms to maintain a robust list of legal counsel available for engagement on short notice. Firms must agree to ESD's maximum hourly rate structure and comply with various contractual and diversity requirements.
