Sole Source Subscription for Aeris Rating Reports and Performance Maps for CDFI Fund

The Bureau of the Fiscal Service, on behalf of the Community Development Financial Institutions (CDFI) Fund, intends to award a sole source contract to Aeris Insight, Inc. for a subscription to Aeris Rating Reports and Performance Maps. - Sole source procurement for Aeris Rating Reports and Performance Maps - Provides detailed assessments of CDFI impact, financial performance, risk, and in-depth analysis - Includes at least five years of historical financial data and real-time performance data - Only Aeris Insight, Inc. is named as the OEM and vendor for these products - Contract period is a 12-month base with four 12-month option periods (potential total of 5 years) - Anticipated start date is July 1, 2026 - Qualified vendors may respond with evidence of equivalent capabilities, including company info, UEI, product details, contract vehicle, and a brief capabilities statement - No formal solicitation is available; responses must demonstrate clear advantages over the proposed sole source - Place of performance and contracting office include the Bureau of the Fiscal Service in Parkersburg, WV, and Washington, DC

Description

Bureau of the Fiscal Service Procurement on behalf of the Community Development Financial Institutions (CDFI) Fund intends to award to Aeris Insight, Inc. on a Sole Source basis for Aeris Rating Reports and Performance Maps Subscription.

Purchase of: Subscription to “Aeris Ratings Reports & Performance Maps”. These reports provide an assessment of CDFI’s impact, financial performance and risk. Reports include in-depth analysis of the CDFI, and five years of historical financial data. Aeris Performance Map gives access to real-time, CDFI financial and impact performance data.

The period of performance for this award is anticipated to be one 12-month base period with four 12-month options. The anticipated award date is 07/01/2026.

NO SOLICITATION IS AVAILABLE.  A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.

Fiscal Service will consider written responses received no later than May 15, 2026, 10:00AM EST. Responses must be submitted electronically to: Purcashing@fiscal.treasury.gov, referencing SS-CDFI-26-031 Aeris Rating Report and Performance Maps Subscription, Attn: HC/HJ.

Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested products and services.  If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service will make award on a sole source basis to Aeris Insight, Inc.

Qualified Contractors must provide the following:

1. The name and location of your company, contact information, and business size (Small Business, Small Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HUBZone, Women Owned Small Business, Other than Small Business, etc.).  Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses.

2. UEI Number.

3. Specific details of the product(s) that your company offers regarding this notice.

4. Whether your content is available through a Government contract vehicle or Open Market.

5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
