The California Department of Developmental Services is seeking a contractor to replace approximately 35,000 square feet of roofing on three buildings (Building #12, Building #25, and the Fire House) at the Porterville Developmental Center in Porterville, CA. - Government Buyer: - California Department of Developmental Services, Porterville Developmental Center, Chief of Plant Operations III - OEMs and Vendors: - Sika Sarnafil (highlighted as an acceptable roofing membrane manufacturer) - GAF (highlighted as an acceptable roofing membrane manufacturer) - Honeywell (for fall protection anchors) - State-approved equals may be proposed for all major materials - Products/Services Requested: - Removal and disposal of all existing roofing layers (approx. 35,000 sq ft) down to the roof deck on three buildings - Installation of a new UL listed Class A single ply fully adhered roofing system (from a single manufacturer) - Sika Sarnafil or GAF polyvinyl chloride membrane, 60 mils, Energy Star/CRRC compliant, Title 24 compliant - Dens-Deck Prime or state-approved equal gypsum barrier board - Insulation board to achieve R-19 rating, CBC 1508 and Factory Mutual Class 1 fire rating, I-90 uplift approval - Flashing membrane and bonding adhesive from the roofing system manufacturer - Roof jacks and heater vent jacks (26-gauge galvanized metal) - Continuous K style aluminum rain gutters and downspouts - Fall protection devices (Honeywell Miller D-Bolt 417C or approved equal) - Project management, daily reporting, and coordination with state inspectors - Unique/Notable Requirements: - All roofing and flashing membranes must be directly manufactured by a single OEM - 20-year manufacturer's warranty required on roofing system - Contractor must have a valid C-39 Roofing Contractor license and at least 5 years of experience with the proposed manufacturer - Mandatory pre-bid site inspection - Compliance with California Building Code, UL, Factory Mutual, and Title 24 energy standards - Strict safety, security (including fingerprinting), and environmental protocols - Small Business and Disabled Veteran Business Enterprise participation goals - Liquidated damages for late completion - All work to be performed at Porterville Developmental Center, with specific building addresses provided

Description

This solicitation is for a contractor to provide all labor, materials, tools, equipment, and transportation necessary to remove and dispose of approximately 35,000 square feet of roofing material from three buildings at the Porterville Developmental Center. The scope includes removing all existing layers of roof covering down to the roof deck, disposing of all waste off-site, preparing the surface, and installing a new UL listed Class A single ply fully adhered roofing system. The project requires a mandatory pre-bid conference and site inspection. Contractors must possess a C-39 Roofing Contractor license.
