The California Department of Corrections and Rehabilitation (CDCR) is seeking qualified providers for Confined Space Rescue Services across numerous state correctional institutions and facilities. - Government Buyer: - California Department of Corrections and Rehabilitation (CDCR) - Division of Administrative Services, Office of Business Services, Contracts Management Branch, Master Contracts Unit - Scope of Services: - Comprehensive confined space rescue operations, including labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, fees, and shipping/freight - Rescue planning, pre-entry, entry, and post-entry operations - Compliance with OSHA and CDCR safety policies - Mandatory 25% Small Business participation requirement - Encouragement of bids from small, disadvantaged, and disabled veteran businesses - Products and Equipment Requested: - Rescue vehicles, tripods, portable davit arms, truck mount portable davit arms, winches, and other related rescue equipment - Equipment rentals specified per facility, with quantities ranging from 3 to 4 units per item at select locations - Services Requested: - Service activation readiness meetings, jobsite safety briefings, compliance meetings - Chief Officer/Site Project Lead, Rescue Lead Technician, Rescue Technician - Overtime and emergency services, as-needed unforeseeable services - Estimated hours and service counts provided per facility - Unique Requirements: - Bidders may submit proposals for one or more locations; not required to bid on all sites - Licensing, certification, and safety training requirements for personnel - 24-hour emergency telephone availability for immediate response - Place of Performance: - Services to be delivered at over 30 CDCR correctional facilities statewide, including Avenal State Prison, Calipatria State Prison, California Correctional Center, California Institution for Men/Women, Folsom State Prison, San Quentin Rehabilitation Center, and others - No specific OEMs or vendors are named; opportunity is open to qualified service providers - Contract Term: - Multi-year agreement with options for extension; services performed during regular business hours with provisions for emergency and overtime coverage

Description

This solicitation is for an agreement to perform Confined Space Rescue Services for the California Department of Corrections and Rehabilitation (CDCR) locations statewide. Bidders are invited to submit bids for one or more locations but are not required to bid on all locations. The contract includes providing all labor, personnel, transportation, materials, equipment, permits, licenses, and other necessary items to perform the services. The solicitation encourages participation from small businesses, disadvantaged businesses, disabled veteran businesses, and other businesses covered by State and Federal programs and preferences. The contract requires meeting the State's 25% Small Business participation requirement.
