SALIENT CHARACTERISTICS / WORK DESCRIPTION:

The baler shall meet or exceed the following minimum specifications:

Type: Vertical downstroke hydraulic baler Motor: Minimum 20 HP Cycle Time: Maximum 60 seconds per cycle Platen Force: Minimum 80,000 lbs compression force Cylinder Rod: Minimum 4 inches Bale Size (Approximate): Width: ~60 inches Depth: ~30 inches Height: ~48 inches Bale Weight: Capable of producing bales between 1,000–1,600 lbs or greater Electrical Requirements: 208/230/460V, 3-phase Safety Features: Interlocked safety doors Multi-point safety switch system Emergency stop controls

The quote should include the baler, shipping FOB DST to Unicor in Lompoc, and installation and testing to ensure proper operation.

AWARD METHODOLOGY: This acquisition will be procured in accordance with FAR Part 12 – Acquisition of Commercial Items and Part 13 – Simplified Acquisition Procedures. The Government intends to evaluate quotes and award a contract that is the best overall value to the government, in accordance with FAR 52.212-1(g). Evaluation factors are price, technical capabilities, warranty and lead time.

The Government reserves the right to require the quoter to submit additional information as necessary to support a pre-award determination of responsibility.

PERIOD OF PERFORMANCE: UNICOR’s desired delivery is as soon as possible. Vendors are required to provide their best delivery time for evaluation. Delivery schedule will be established at time of award.

PART I:  INFORMATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is SV0212-26 and this solicitation is issued as a Request For Quote (RFQ). The North American Industry Classification System code is 333998, All Other Miscellaneous General Purpose Machinery Manufacturing (small business size 700).  This requirement is 100% set-aside for small business.

This solicitation should result in a Purchase Order. It will not be an ongoing contract.

NOTICE TO GOVERNMENT WHEN CONTRACTOR(S) DELAYS:

In the event the contractor(s) encounter difficulty in meeting performance requirements, or when there is an anticipated difficulty in complying with the delivery terms or completion dates, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely delivery/performance of this contract, the contractor must immediately notify the Contracting Officer at UNICOR in writing, giving pertinent details. This information will not be construed as a waiver by the Government of the required delivery schedule, or the Governments rights to impose consideration against delinquencies or other remedies provided by this contract.
