Buck Hall Recreation Area Phase 1 Renovation and Reconstruction Solicitation

The USDA Forest Service is seeking qualified contractors for a comprehensive renovation and reconstruction of the Buck Hall Recreation Area within Francis Marion National Forest, South Carolina. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service, Southern Region, Francis Marion and Sumter National Forests - Scope of Work: - Replacement and renovation of sea walls, bathhouses, well houses, picnic shelters, water and wastewater systems, electrical systems, and campground infrastructure - Construction of new buildings: day-use restroom, bathhouses, well houses, storage building, picnic pavilion - Site work including demolition, grading, paving, landscaping, stormwater management, erosion control, and utility installation - Improvements to boat launch, floating docks, fishing pier, kayak launch, and ADA-compliant amenities - Refurbishment and installation of campground amenities: picnic tables, fire rings, electrical pedestals, water hydrants, unit number posts - Optional items: day-use area improvements, telecommunications system, overflow parking, storage building, kayak launch, fishing pier enhancements - Products and Materials Requested: - Construction materials: rock revetment (1,350 LF), bulkhead (155 LF), asphalt paving (various SY), concrete sidewalk, storm drainage pipes (RCP, HDPE), landscaping (trees, native seed mix) - Building fixtures: plumbing (water closets, urinals, lavatories, showers, hose bibbs, water heaters), HVAC (Greenheck SQ-90-VG, SQ-100-VG, QMARK EFF4007, QMARK FRS2-26S), electrical panels, lighting, RV power pedestals, ADA restroom accessories (ASI 0185 hand dryers, B-6806 grab bars) - Site furnishings: picnic tables (25+), fire rings (25+), grill stations, information kiosks - Quantities and Part Numbers: - Notable quantities: 18 RV sites, 7 primitive sites, 25 picnic tables, 25 fire rings, 6 Longleaf Pine (Pp), 3 Tupelo (Ns), 5 American Dream Oak (Qp), 4 Southern Live Oak (Qv), 6 Cabbage Palmetto (Ss), 26 Saw Palmetto (Sr) - HVAC and restroom accessories reference specific part numbers (e.g., Greenheck SQ-90-VG, QMARK EFF4007, ASI 0185) - Unique Requirements: - Compliance with Buy American construction materials, IBC, IPC, IMC, NEC, ADA standards - Mandatory site visit attendance, detailed technical and past performance proposals - Energy-efficient fixtures, robust site infrastructure, phased construction, and pollution control - OEMs and Vendors: - Greenheck (HVAC equipment) - QMARK (HVAC equipment) - ASI (restroom accessories) - Bobrick (ADA grab bars) - Place of Performance: - Buck Hall Recreation Area, 1099 Buck Hall Landing Road, McClellanville, SC 29458, within Francis Marion National Forest - Contracting offices in Columbia, SC and Atlanta, GA - Period of Performance: - Construction to commence within 10 days of Notice to Proceed, with completion required within 545 calendar days (approx. 18 months) - Estimated Contract Value: - $2,000,000 to $5,000,000 (based on scope and typical federal construction projects) - Potential Competitors: - Major commercial construction firms with federal experience, especially those specializing in recreation facility renovations and site infrastructure

Site visit:  Thursday,  5/21/26 at 10am EST, please wear boots. Site visit location is the Buck Hall Rec Area, 1099 Buck Hall Landing Rd. McClellanville, SC 29458. (Coordinates: 33°2'15"N, 79°33'46"W)
