Norfolk Naval Shipyard is seeking qualified small business vendors to provide Asbestos Personnel Monitoring Services in its Controlled Industrial Area in Portsmouth, Virginia. - Government Buyer: - Department of Defense, Department of the Navy, Norfolk Naval Shipyard (NAVSEA), Office N42158 - Scope of Work: - Planning Phase: Up to 10 hours for project supervision and coordination, including face-to-face meetings with NNSY contacts - Execution Phase: Up to 162 days, requiring at least two licensed/approved personnel monitoring technicians on site for personal and general area air sampling for asbestos - All work must comply with OSHA 29 CFR 1915.1001 and EPA AHERA standards - Contractor must provide all sampling equipment and personal protective equipment (PPE) - Secret Security Clearance required for personnel - Products/Services Requested: - No physical products; only monitoring services are required - Planning Phase for asbestos personnel monitoring (10 hours) - Execution Phase for asbestos personnel monitoring (162 days) - Unique Requirements: - 100% Small Business set aside - Firm fixed price contract - Security clearance processing may take 1-4 months post-award (not compensated) - Technical Capability Statement must be completed, signed, and submitted - Work performed in a secure, controlled federal facility - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Place of Performance: - Norfolk Naval Shipyard, Building 276, Portsmouth, VA 23709-1001 (Controlled Industrial Area)

Description

The Norfolk Naval Shipyard is seeking Asbestos Personnel Monitoring Services to be performed in the Controlled Industial Area at the Norfolk Naval Shipyard in Portsmouth, Virginia.  Section C, Statement of Work, of the attached Request for Quote (RFQ# N4215826QE045) provides the details and specifications as needed.  Questions regarding this procurement must be submitted in writing on or before May 8, 2026, at 11:00am, Eastern Standard Time.  Attachment 1-Technical Capability Statement must have the boxes checked Yes or No for both line items, and Attachment 1 needs to be signed and dated at the bottom of the document in order to be considered.    The completed RFQ, Technical Capability Statement, and all pricing must be submitted via email on or before May 12, 2026, by 1:00pm Eastern Standard Time.  This is a 100% Small Business set aside procurement.
