Description

THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE BEING RELEASED PURSUANT TO THE REVOLUTIONARY FEDERAL ACQUISITION REGULATION (FAR) OVERHAUL (RFO) PART 10: MARKET RESEARCH.

This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), or Request for Proposal (RFP) or a promise to issue an RFQ/IFB/RFP in the future. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this RFI. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this RFI. The specifications for this requirement will only be available upon solicitation issuance.

PURPOSE:

The Government is conducting this RFI/Sources Sought in support of Market Research only to notify and seek potential qualified members of industry to gain knowledge of interest, capabilities and qualifications to include the Small Business Community. No solicitation document is currently available.

SCOPE:

This requirement is for the procurement and delivery of hydraulic diamond wire saw systems and associated components to support execution of the Wilson Main Lock Stoplog Liner Repair Project. The Government requires the purchase of complete hydraulic diamond wire saw systems including all components necessary for full operation in heavy duty structural concrete cutting applications. The equipment must be delivered fully assembled as applicable, new, and fully operational upon delivery. The Government’s existing inventory includes Diamond Products CP40EXL and WS25 wire saw systems which establishes a Brand Name requirement for compatibility and interoperability. The use of Diamond Products equipment ensures that components, accessories, and replacement parts remain interchangeable with existing Government owned equipment.

The Government anticipates a Firm Fixed-Price (FFP) Supply Contract with a Brand Name (Diamond Products) requirement.

DESCRIPTION OF EQUIPMENT:

The Contractor shall furnish and deliver hydraulic diamond wire saw systems manufactured by Diamond Products including all required components for full system functionality. At a minimum, the system shall include a hydraulic power unit (approximately 40HP, 460V), wire saw assembly, control station, and feed hoses (minimum 25 feet in length). All associated accessories, including but not limited to hoses, fittings, and system components shall be compatible with Diamond Products systems. Additional equipment such as pulleys, rigging components, and related accessories may be included in this procurement depending on final operational requirements. In addition to new system procurement, Diamond Products replacement parts may be required to support rehabilitation and continued operation of existing Government owned wire saw systems.

The anticipated North American Industrial Classification System (NAICS) Code to this acquisition is 332216, Saw Blade and Handtool Manufacturing, Size Standard – 750 employees.

SHIPMENT/DELIVERY:

Delivery shall be made to the Tennessee River Operations Center (TROC) at Wilson Lock Florence, AL. Address and delivery details will be provided in the solicitation.

SURVEY:

The Government is issuing this notice to determine a competitive basis. This is not a solicitation and the items listed herein are subject to change or elimination from the requirement.

Respondents interested in providing a response to this RFI/Sources Sought should submit information which clearly describes the following: Only contractors capable of supplying this type of procurement should respond to this survey.

 Name of your firm, address, points of contact with telephone numbers and e-mail addresses and CAGE code and or Unique Entity Identifier (UEI).   Are you a Small Business classified under the 332216 Saw Blade and Handtool Manufacturing NAICS code? If so, do you fall into a sub-category (e.g. HubZone, 8(a), SDVOSB, WOSB, etc)? If not, please list applicable NAICS that you qualify as a small business under.  Are you an authorized DIAMOND PRODUCTS distributor? Are you able to supply and deliver the described DIAMOND PRODUCTS (Brand Name) items above? Do you recommend soliciting under an alternate NAICS besides 332216? If this requirement is advertised, do you anticipate submitting a quote?
