The U.S. Air Force at Eielson Air Force Base, Alaska, is seeking a contractor to provide comprehensive industrial and general cleaning services for the Central Heat and Power Plant (CHPP). - Government Buyer: - U.S. Air Force, 354th Contracting Squadron, Eielson Air Force Base - 354th Civil Engineer Squadron also involved - Scope of Services: - Industrial and general cleaning of all vertical and horizontal surfaces in the CHPP, including walls, floors, stairwells, beams, piping, ducts, generators, equipment, and control panels - Removal of hazardous coal/ash dust, grease, oil, and other industrial residues - Restroom and locker room sanitation, trash removal, and floor maintenance - Cleaning covers seven plant zones with specific cleaning frequencies - Key Requirements: - Contractor must provide all labor, materials, equipment, supervision, and supplies - Work must address hazardous conditions such as combustible coal dust and heat exposure - Use of specialized equipment required (e.g., explosion-proof vacuums, respirators, fall protection) - Compliance with OSHA 29 CFR 1910 General Industry Regulations is mandatory - Employee training, safety measures, and quality control plans required - Deliverables include OSHA certification, quality control plans, employee background checks, and safety data sheets for hazardous materials - Certification must be available onsite at all times - Preference for employment of Alaska residents; prohibition on Class I ozone-depleting substances - Period of Performance: - Base year plus four 12-month option years (total of five years) - Services provided Monday through Friday, 0730 to 1630 local time, excluding federal holidays - No specific OEMs or commercial product vendors are named in the solicitation - All work to be performed at Eielson Air Force Base, Alaska

Description

The contractor shall provide all labor (including employee training), materials, equipment, supervision, and supplies as necessary to provide industrial and general cleaning services in the Central Heat and Power Plant (CHPP) at Eielson AFB. Due to the industrial nature of the required cleaning, there will be hazardous working conditions including combustible coal dust, heat exposure and heat exhaustion. Work shall require the use of equipment such as ladders, lifts, scaffolding, mops, explosion-proof vacuum, respirators, fall protection, etc. Must comply with all applicable 29 CFR 1910 OSHA General Industry Regulations. Provide certification and must be on site and available for review at all times. Services shall be performed on all vertical and horizontal surfaces in the plant including but not limited to all walls, floors, stairwells, structural beams, piping, ducts, generators, equipment, and control panels. The cleaning of all vertical and horizontal surfaces requires removing build-up of coal/ash dust particles, grease, oil, and goes well beyond normal dusting service.
