Office Space Leasing from Federally Recognized Tribes

A. Introduction

The Indian Health Service (IHS), an agency within the U.S. Department of Health and Human Services (HHS), is issuing this Request for Information (RFI) to identify potential sources of office space available for lease from Federally Recognized Tribes.

This RFI is issued in accordance with the IHS leasing authority under Public Law 94-437 (Indian Health Care Improvement Act), as amended. The purpose of this notice is to gather information from Tribes interested in providing office space to support IHS operations.

This is a market research tool and does not constitute a solicitation or a commitment by the Government to enter into a lease agreement.

B. Background

Due to the transition back to increased in-person work and the resulting need for additional workspace, IHS has identified a shortfall in available office space under current General Services Administration (GSA) leases.

To address this need and to support Tribal self-determination and economic development, IHS seeks to identify leasing opportunities directly with Federally Recognized Tribes.

C. Purpose

The purpose of this RFI is to:

Identify available office space owned or controlled by Federally Recognized Tribes;

Gather information on facility capabilities, locations, and leasing terms;

Assess market conditions and Tribal interest in leasing office space to IHS;

Support future acquisition planning.

D. Eligibility

Responses are limited to Federally Recognized Tribes or Tribal entities authorized to lease property.

E. General Space Requirements

Respondents are encouraged to provide information on available office space that generally meets the following criteria:

Office space suitable for administrative and clinical support functions;

Compliance with applicable building codes, safety standards, and accessibility requirements (e.g., ABAAS);

Availability of utilities, including electricity, water, HVAC, and telecommunications infrastructure;

Adequate parking for employees and visitors;

Flexible square footage (please specify available rentable square footage);

Availability timeline (existing space or planned construction);

Geographic location (on or near Tribal lands preferred).

F. Information Requested

Interested Tribes should provide the following information:

Tribal name and point of contact information; Location of the proposed facility (address and description); Description of available space (square footage, layout, condition); Current use of the space and readiness for occupancy; Description of utilities and infrastructure; Compliance with applicable codes and accessibility standards; Parking availability and site access; Proposed lease terms (if available), including: Lease rate (per square foot, if known); Lease duration; Services included (e.g., maintenance, security, janitorial); Photos, floor plans, or site drawings (if available); Any additional information relevant to the suitability of the space.
