The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs. NIST encourages responses from all capable sources, including small businesses, to inform acquisition strategy and promote competition.

BACKGROUND
The National Institute of Standards and Technology (NIST), Engineering Laboratory, Materials and Structural Systems Division, Infrastructure Materials Group has a requirement for the following system: The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) supports basic research and the development of test methods in response to a crisis for homeowners in Northeastern Connecticut, where residential foundations have crumbled and cracked because of the inclusion of aggregate containing the mineral pyrrhotite. The damage occurs over a period of years, limiting researchers’ ability to study the phenomenon in the lab. Currently proposed methods to accelerate the oxidation process at the heart of the problem are ineffectual or have secondary effects that complicate the analysis of results. MSSD is studying the use of ozone exposure as an effective accelerator that introduces fewer complicating factors. Preliminary small-scale experiments showed promising results but were limited by the range of achievable ozone concentrations in the equipment used, the inability to continuously expose the sample to ozone, and the size of the sample chamber. A dedicated ozone exposure chamber is required to meet milestones and goals.
The MSSD will benefit from this purchase of a dedicated ozone exposure chamber capable of a large range in ozone concentrations (0 - 1000 ppm), as it will allow for testing of aggregate samples for reactivity, evaluation of aggregate-concrete reactions, and investigation of potential mitigation strategies. This work is necessary to develop effective test methods and produce data on the reactions that can be used to inform improved industry concrete practices. Each of these goals cannot be met without this purchase.
Specifications:
The respondent shall deliver (1) one, ‘Ozone Exposure Chamber’ which fulfills the minimum specification/requirements provided herein, and shall be delivered to the NIST Gaithersburg campus. MINIMUM REQUIREMENTS The respondent shall provide a system/product that meets all technical specifications identified below. All items must be new. The use of “gray market” components are not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable. Line Item 0001: Ozone Exposure Chamber Description: The respondent must provide a ‘Ozone Exposure Chamber’ capable of meeting the required below specifications Quantity: One (1) Minimum Technical Specifications UV ozone generator capable of 500 mg/hr ozone from dry air feed gas to achieve an ozone concentration range of 0-1000 ppm (mg/kg). A minimum exposure chamber size of 3 cubic feet. Unit must have an ozone analyzer used to measure ozone inside the chamber and a method to alert users when ozone is in the chamber. The unit must have an ozone destruct unit to convert O3 to O2 and not require special venting. Unit must have an interlock to prevent opening when ozone is in the chamber. Unit should have an ambient ozone leak sensor.

Describe performance capabilities of the product(s) your company recommends to meet the Government’s requirements. Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response. Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization.
Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why. Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive.
State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured.
Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline.

Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase.
State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services.
If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.
Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.
Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.
State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
