The U.S. Space Force at Vandenberg Space Force Base is seeking vendors for the rental of heavy-duty forklifts and a flatbed trailer to support the Booster Test Program. - Government Buyer: - U.S. Space Force, Space Systems Command, FA4610 30 CONS PK - Department of the Air Force, 30 CONS/PKB (Contracting Office) - Products/Services Requested: - Rental of two forklifts (25,000 to 36,000 lbs lift capacity) - Minimum tine size: 96 inches (L) x 6-8 inches (W) x 2.5-4 inches (T) - Must include rubber anti-static ground drag straps - One forklift stationed at Building 980, one at the flightline - Rental of one flatbed trailer (38 to 53 feet in length) - C-track/sliding winch track configuration - Ten 4-inch winch straps with flat hooks (40 feet long) - Working Load Limit (WLL): 5,400 lbs - Capable of transporting equipment between Building 980 and the flightline - Maintenance and recovery service - Pre-delivery inspection, maintenance, repair, and on-site repair or replacement within 4 hours of notification - Equipment removal and recovery at contract conclusion - Unique/Notable Requirements: - 4-hour maintenance response time for equipment issues - Forklifts must have anti-static features for safety - Equipment must be delivered to and operate between specific federal facilities (Building 980 and the flightline at Vandenberg SFB) - No specific OEMs or part numbers are named in the solicitation - Vendors are required to submit capability statements demonstrating their ability to meet all technical and response requirements

Regulatory Authority and Acquisition Strategy

This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101 and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (DoW) guidance, including DFARS Deviation 2026-O0003 and 2026-O0028.

Please note the following:

This is a Presolicitation Notice, NOT a Request for Quotations (RFQ). A solicitation document does not currently exist and will not be posted to the Governmentwide Point of Entry (GPE / SAM.gov) or the PIEE Solicitation Module at this time. Following the conclusion of this mandatory 15-day posting period on 20 May 2026, the Government intends to directly solicit quotations from at least three (3) selected sources capable of meeting the requirement, in accordance with RFO 12.201-1(c)(2). The Government does not intend to award a contract based on this presolicitation notice or to otherwise pay for the information solicited herein. This notice is issued solely for informational and planning purposes.

Instructions for Interested Parties

Although the Government intends to directly solicit quotes from selected vendors after this notice expires, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in determining the final list of vendors to solicit.

Interested parties wishing to demonstrate their capability to fulfill this requirement must submit the following information via email no later than 09:00 AM Pacific Daylight Time (PDT) on 20 May 2026:
