Request for Information (RFI)

Subject: Internet Protocol Television (IPTV) Services for Edwards Air Force Base (AFB)

1. Introduction & Purpose (BLUF)

The purpose of this Request for Information (RFI) is to conduct market research to identify potential sources capable of providing base-wide Internet Protocol Television (IPTV) services at Edwards AFB. This RFI is for planning purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

2. Background

Edwards AFB requires a comprehensive IPTV solution to deliver television programming to various organizations across the installation. Currently, a pre-existing broadband infrastructure exists on the installation. The Government is exploring solutions that can leverage this existing infrastructure, provide room for future expansion, or introduce alternative delivery methods (such as satellite), provided they meet all operational and security requirements.

3. Scope & Requirements

The Government is seeking industry input on solutions capable of meeting the following baseline requirements:

Provide comprehensive IPTV services, including both paid subscription television services (e.g., standard cable television channels) and on-demand television programming.

Network & Distribution

Broadcast the IPTV signal through a broadband or similar network. The solution must include the necessary infrastructure to receive the broadcast signal and distribute it reliably to various organizations across the base.

Infrastructure & Expansion

The system must be scalable and have room for future expansion. Offerors should address how their solution integrates with the pre-existing broadband infrastructure.

Alternative Delivery Methods

If proposing a satellite service or similar alternative, the solution must outline the required installation of infrastructure and other components (e.g., satellite dishes). Respondents must detail the conditions necessary for successful installation and identify potential additional costs associated with this infrastructure.

Security & Compliance

MANDATORY: Potential offerors must possess an approved Commercial Internet Service Provider Authority to Operate (CISP ATO) to be considered viable for this requirement.

 4. Information Requested from Industry

Interested parties are requested to submit a capability statement addressing their ability to meet the requirements outlined above. Responses should specifically address the following:

Company Overview: Name, CAGE code, UEI, and business size/socioeconomic status. Technical Approach: A brief description of the proposed IPTV solution (broadband vs. satellite), including how the system will receive and broadcast signals across Edwards AFB. Infrastructure Integration: How the solution will utilize the existing broadband infrastructure or what new infrastructure (and associated costs/site conditions) would be required. Scalability: How the proposed system accommodates future expansion. Compliance Verification: Confirmation of an active, approved CISP ATO.
