The Federal Bureau of Prisons, Western Regional Contracting Office is seeking fixed-price bids from small businesses to supply a wide range of food and subsistence products for the Federal Detention Center (FDC) Honolulu for the 3rd and 4th quarters of fiscal year 2026. - Government Buyer: - Federal Bureau of Prisons, FDC Honolulu, Food Service Warehouse - Contracting office: Western Regional Contracting Office (WXRO) - Products Requested: - Dry beans (Great Northern, Lentils, Kidney/Red) and canned beans (Blackeye Peas, Navy, Pinto, Great Northern, Kidney, Black) - Corn starch (2,500 x 50 lb bags) - Ready-to-eat cereals (8,310 units) - Bulk peanut butter (50 units) - Salad dressings (16,000 packets), mayonnaise (20,000 packets), mustard (24,000 packets), fruit jelly (20,000 portions), tomato catsup (3,600 packets) - Frozen cheese pizza (2,500 units), corn tortilla chips (300 units) - Canned vegetables: tomatoes (diced, crushed), green beans, beets, carrots, corn, peas and carrots, sweet peas, jalapeno peppers, spinach - Frozen potatoes (French fries, 9,000 units) - Meats: ground beef (3,000 lbs), beef patties (1,200 units), beef roast (1,000 lbs), beef for stewing (1,000 lbs), chicken breast (3,000 lbs), boneless chicken (5,000 lbs), chicken leg quarters (5,000 lbs), breaded chicken filets (1,000 units), fish fillets (3,000 lbs), turkey roast (1,500 lbs), beef frankfurters (200 units) - Cheese: mozzarella (3,000 lbs) - Coffee (20,000 individual packages) - Beverage mix (21,000 packets) - Notable Requirements: - All products must meet USDA and Commercial Item Description (CID) standards - Specific packaging and quality requirements apply - 100% small business set-aside - Delivery required to FDC Honolulu warehouse between June 1 and June 15, 2026 (with possible 10-day extension) - No specific OEMs or brand names are mentioned; products are to be commercial equivalents meeting federal standards.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 Simplified Acquisition Procedures and FAR Part 12 Acquisition of Commercial Items. The solicitation will start on the date this solicitation is posted and will end on May 20, 2026 at 12:00 PM Pacific Daylight Time (PDT).

The Government intends to establish purchases orders from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government and provides the best value.

Contractor must complete all Representations and Certifications found in the provisions listed below within their profile in the System for Award Management (SAM) at http://www.sam.gov to be considered for this solicitation.

Requests for technical and or contractual clarification are to be submitted by email to gxrojas@bop.gov. Questions must be received no later than May 15, 2026 at 12:00: PM Pacific Daylight Time. Answers to questions will be provided in the form of an amendment to this solicitation.
