The Military Sealift Command (MSC) is seeking a contractor for the Regular Overhaul Dry Docking (ROH/DD) of the USNS COMFORT (T-AH 20) for fiscal year 2027. - Government Buyer: - Department of the Navy, Military Sealift Command, MSC Program Management Centralized and Support Staff Norfolk - Scope of Work: - Ship repair, overhaul, and alterations for the USNS COMFORT (T-AH 20) - Includes both scheduled (Category "A") and optional (Category "B") work items - Category "A" WIs: Scheduled maintenance and unscheduled supplemental work (177,000 man-hours, $8.5M in material/ODC) - Category "B" WIs: Optional items such as physical security, continuation of services, MTF sponsor office, drydocking/undocking, and V22 flight deck preservation - Additional Government Requirements (AGR) and Other Direct Costs (ODC) funding up to $10M - Contractor must provide key personnel, subcontractor management, and quality control plans - Compliance with regulatory and safety standards required - Products/Services Requested: - No specific OEMs or part numbers identified; all work is service-based and performed at a contractor's shipyard on the U.S. East or Gulf Coasts - Main deliverable is the completed overhaul and drydocking of the USNS COMFORT - Notable Requirements: - Total Small Business set-aside - Submission of Material Safety Data Sheet (MSDS) with offers - Work to be performed at a contractor's shipyard, with inspection and acceptance at MSC offices in Norfolk, VA
