NAVSEA is seeking a contractor to perform the FY27 Depot Modernization Period (DMP) for the USS GRIDLEY (DDG 101), focusing on comprehensive ship maintenance, modernization, and repair: - Government Buyer: - Naval Sea Systems Command (NAVSEA), with the contracting office at Washington Navy Yard, DC - Products and Services Requested: - Full range of ship repair, alteration, and modernization services for USS GRIDLEY (DDG 101) - Multiple specific ship alterations and system upgrades, including: - SLQ-32 system upgrades (e.g., ShipAlt DDG51-79521K, DDG51-96197K) - Radar and sensor system modifications (e.g., AN/SPS-73(V)18, AN/SPY-1 FPA cable removal) - Habitability improvements (berthing, messing) - Fire detection and safety system replacements - Communications and navigation system upgrades (e.g., GPNTS, NMT Modem, OE-120B/UPX retrofit) - Oil Pollution Abatement and environmental system improvements - Training and data management hardware installations - Gun mount maintenance and repair (MK-45 5 Inch/54 Caliber) - All work must comply with NAVSEA standards and quality assurance requirements - Notable Requirements: - Contractor must have substantial shipyard facilities, including a pier suitable for DDG 101 class - Integrated production scheduling and ability to coordinate multiple complex work items - Emphasis on small business participation, but not a small business set-aside - Option CLINs for additional work and growth reservations - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Place of Performance: - Primary work at Northwest Regional Maintenance Center, PSNS & IMF Detachment Everett, WA - Contracting and oversight at Washington Navy Yard, DC

Description

The Naval Sea Systems Command (NAVSEA) issues solicitation N00024-26-R-4414 for the execution of the FY27 USS GRIDLEY (DDG 101) DMP. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). This solicitation is issued electronically via PIEE and interested parties must comply with this announcement. Interested offerors should monitor the PIEE and SAM.gov pages for the release of the solicitation and any applicable amendments, thereafter. Offerors must be registered in the System for Award Management (SAM) to participate in this procurement at www.sam.gov. SAM.gov is the single point of entry for posting of synopses to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. This posting does not include any Attachments.
