The U.S. Air Force at Wright-Patterson Air Force Base is seeking contractor services for the removal, transportation, treatment, and disposal of infectious waste and international garbage from multiple base facilities. - Government Buyer: - Department of Defense, Department of the Air Force, Air Force Materiel Command, Air Force Life Cycle Management Center (AFLCMC), FA8601 office - 88th Civil Engineer Group (88 CEG/CEIEC), Infectious Waste Coordinator - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Services for pickup, transportation, treatment (incineration and autoclaving), and disposal of infectious waste and international garbage - Includes providing containers (red/green plastic bags, fiberboard cartons, overpack containers, fiber drums, reusable plastic containers), packaging supplies, shipping papers, and compliant transport vehicles - Waste types: infectious waste from hospital and veterinary clinic buildings; international garbage from flight-line and other specified buildings - All services must comply with federal, state, and local regulations - Potential for pharmaceutical, hazardous, and controlled substances to be added to scope - Unique/Notable Requirements: - Treatment methods must match waste type: incineration for infectious waste, autoclaving for international garbage - Contractor must provide licensed treatment facility documentation within 30 days of award - Waste must be delivered to treatment facilities within 10-14 days of pickup - Pickups scheduled weekly, biweekly, or on-call depending on location - BPA master dollar limit of $700,000; individual call limit of $25,000 - NAICS code 562211 (Waste Treatment and Disposal) - Place of Performance: - Wright-Patterson Air Force Base, including hospital, vet clinic, flight-line, and multiple buildings in Areas A and B

Description

COMBINED SYNOPSIS/SOLICITATION 

This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price Blanket Purchase Agreement (BPA) for Commercial Services, to properly remove, transport, treat, and dispose of Infectious Waste and International Garbage from Wright-Patterson Air Force Base (WPAFB) in accordance with all applicable local, state, and federal regulations. All infectious waste removed from Bldg. 830, WPAFB Hospital, and Bldg. 1425, the Vet Clinic, in Area A and Bldgs. 73, 435, 490, 644, 654, 675, 838, 840, 850 and 851 in Area B shall be incinerated. International Garbage removed from the flight-line, Bldg. 143, in Area A and Bldgs.840 and 851 in Area B shall all be treated by autoclaving. Pharmaceutical, hazardous, and controlled substances, may be added at a later date. Please see the attachment 1 - PWS Infectious Waste - for further description.

The synopsitation is prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO).  (RFO) Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor (attachment 3); and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.
