Description
The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 8.405-6(a)(1)(i)(A), with Sunbelt Rentals, for the following requirement: Scope of Work The contractor will provide a portable air conditioner at the Boston Healthcare System, Brockton Division. Contractor is responsible for all labor, materials, tools and special equipment required to perform the work.

Performance Requirements Provide 2 x 25 Ton AC with Heat 480V 3PH 72KW unit Provide duct connections and associated temp wire connections for both units. All work shall be performed during normal working hours, which exclude Saturdays, Sundays, Holidays and the hours prior to 7:00 A.M. and after 6:00 P.M.
Period of Performance One base period and two option periods. The base period will begin upon award through October 20. Each option period will be May 21 through October 20.
Badging/Security Requirements Contract personnel, for delivery, set-up and take-down shall be badged and accompanied by VHA BHS Brockton Engineering staff.

Building 20 has an aged AHU providing cooling to the space. During the summer, additional portable AC units are required in order to maintain the temperature within the space as employees are making meals for patients. The equipment within the kitchen has changed throughout the years due to upgrading technology and the kitchen has acquired additional equipment that produces heat load within the space. The current AHU is aged and cannot meet the cooling capacity required by the service. As a result, additional portable units are required to maintain the space temperature. The portable unit will allow for NFS to continue their service and provide the Boston sites with meals for patients. Without the procurement of the portable AC unit, the kitchen would not be able to operate their normal operations in which it will directly have patient care impacts to the Medical Center. Replacing the current HVAC equipment has been submitted into the SCIP Cycle, however this process will take time as station is currently waiting for the project to be slated on an approved operating plan and then assigned for design and construction. The Medical Center cannot wait for this to be completed as this could be years out. As a result, there is an urgent need to procure the portable AC unit from Sunbelt Rentals. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement must clearly identify their capability to do so in writing by May 8, 2026 at 3PM EST time.
