The USDA Agricultural Research Service (ARS) is seeking quotations from small businesses for a Preparative Scale High-Performance Liquid Chromatography (HPLC) System to support natural products discovery at the MWA National Center for Agricultural Utilization Research in Peoria, Illinois. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division - Products Requested: - Preparative Scale High-Performance Liquid Chromatography (HPLC) System (1 unit) - Must include: pumps, UV-Vis detector (200-800 nm), Evaporative Light Scattering Detector, controller, tubing, accessories, software, fraction collector (minimum 48 fractions, accommodates 13 x 100 mm and 16 x 150 mm test tubes), multiple pumps or single pump with gradient capability, flow rates 1.0 to 150 ml/min, pressure tolerance at least 5000 psi, solvent delivery system with constant flow or pressure modes, high flow rate accuracy (+/- 2%), suction filter, column selector for at least three columns, North American electrical requirements (115 V 60 Hz), modular design for future detector upgrades - Warranty: At least 1 year (preferably 2 or more years) - Installation and Training Service (1 unit) - Installation and initial testing of the HPLC system - Basic software training - Technician must be a U.S. citizen and verified by the government - Unique/Notable Requirements: - Modular system design for future upgrades - Fraction collector must handle at least 48 fractions and accommodate specific test tube sizes - Installation and training must be performed by a U.S. citizen technician - Delivery required within 90 days after award - Warranty of at least one year required - Compliance with federal anti-discrimination and DEI policies - No specific OEMs or part numbers are mentioned; offerors must demonstrate compliance with all salient characteristics - Place of performance and delivery: MWA National Center for Agricultural Utilization Research, Peoria, IL

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 334516  The small business size standard is 1,000  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing description, PLACE OF MANUFACTURE, item pricing, total price including all pricing including, but not limited to DOB destination shipping , and valid for at least 60 days after receipt of quote. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. Submit Sam.gov Unique Entity ID (UEI) with quotation. Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL salient characteristics in the Specifications.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
