SPECIFIC PROCUREMENT NOTICE (SPN) Country: Belize Project Name: Program Administration Procurement Title: Independent Appeal Review Board Members for MCA-Belize Procurement Ref. Number: MCA-B/PA/IC/26/3003 Type of Procurement (goods, works or services as applicable): Consulting Services Accountable Entity: Millennium Challenge Account - Belize Publication Date: 28 April 2026 Submission Deadline: No later than 14:00 hours (local time in Belize) on 18 May 2026. The Millennium Challenge Account – Belize (MCA-Belize) has received financing from the Millennium Challenge Corporation toward the cost of the Education Project, which aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demand, and the Energy Project, which aims to lower the wholesale cost of electricity in real terms, and intends to apply part of the proceeds toward payments under the contract for Selection of Independent Appeal Review Board Members for MCA-Belize. MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. Thus, when a contract is signed with an Accountable Entity, money is already available to the MCA-Belize and, for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA Belize now invites offers from eligible offerors for Independent Appeal Review Board Members for the MCA-Belize. The objective of this assignment is to identify and contract qualified individuals who may serve as Level 2 Authority Members under the MCA-Belize Bid Challenge System (BCS). When appointed for a specific Appeal, the reviewer will independently examine the Appeal, review the Level 1 decision, and issue a written Level 2 Authority decision in accordance with the MCC Procurement Policy & Guidelines and the BCS rules. Selected individuals will be placed on the Master List but will only perform services when formally appointed for a specific Appeal. Bidding will be conducted through the Individual Consultant Selection (“ICS”) procurement method as specified in the MCC Accountable Entity Procurement Policy & Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
